Duties

- The Assistant Negotiators will support the Negotiations Unit in meeting its obligations to negotiating agreements with the self-governing Yukon First Nations. These positions also support development of wider federal programs in the justice area, providing a Yukon perspective during national programme development. The Assistant Negotiator will support the team in responding to correspondence and briefing products from within CIRNA, ISC and the wider federal government.
- The Assistant Negotiator will work with federal policy leads, the Yukon government and self-governing Yukon First Nations to understand parties’ interests and the policy environment within which they operate. This will support the development of negotiating positions and the dissemination of contextual information for the benefit of federal colleagues working on Yukon files.
- Specifically, the Assistant Negotiators will support the Negotiators in active negotiations under the Self-Government Agreements, section 13 Administration of Justice and section 17 Program and Services Transfer Agreements with the self-governing Yukon First Nations. They will also be responsible for providing support to the unit on a whole to meet the overall implementation obligations of the various agreements in Yukon.
- Researches, writes, analyzes, identifies, plans, conducts, facilitates and co-ordinates the preparation of written material on a wide range of fiscal topics and complex issues including the preparation of Memoranda to Cabinet, Treasury Board Submissions, briefing notes, correspondence for the Minister and senior management, briefing material for negotiation meetings, discussion documents, draft agreements, briefing agreements, communication materials, and records of decisions.
- Provides advice and support at the negotiation table to negotiators by clarifying and contributing ideas, strategizing on developments at the negotiating table, providing specialized advice on fiscal topics including immediate feedback on proposals in order to represent federal interests.

Intent of the process

The intent of the process is to staff indeterminately one position at Crown-Indigenous Relations and Northern Affairs Canada, in Whitehorse, Yukon Territory.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. Some assessment tools may be administered electronically, others, in-person. (* Indicates those tools that will most likely be used in this process.)

7. Online assessments may be scheduled, and applicants will be invited to participate in these assessments via email. Applicants MUST make themselves available within the time span of the testing phase. The written/online exam MAY be administered outside of regular working hours including evenings and weekends.
