Duties

Natural Resources Canada – Canadian Forest Service is recruiting to fill several Information Technology (IT) positions in various locations across Canada. These positions will develop, and support information technologies required by Canada to improve forest monitoring and reporting, working in collaboration with other federal government departments and other levels of government. The anticipatory IT-02 positions are software developers with experience programming in Java, C++ and other high-level languages who will develop and maintain software systems to support the development, implementation and delivery of forest data and information technologies.

The anticipatory IT-03 positions are senior technical IT leads with a focus on software development in an Agile manner, or operations that provide technical, scientific, software development or Information Management and Information Technology (IM/IT) management advice, products and activities to internal and external stakeholders related to new or existing federal acts, regulations, environmental policies, programs, initiatives or projects.

Intent of the process

This is an intake of applications to create a pool of qualified candidates at the IT-02 and IT-03 group and level to draw from when positions become available at various Natural Resources Canada research laboratories across Canada.

This process may be used to staff various Information Technology (IT) positions. These positions may vary in tenure (i.e., term, indeterminate, deployment, assignment, secondment, Interchange, acting appointment, casual, part-time worker or term positions within a Sunset Program), language requirements, conditions of employment and locations.

The majority of positions opening up initially are in the Pacific and Yukon Region, at the Pacific Forestry Centre in Victoria, British Columbia.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:

Indeterminate incumbents in the IT group on December 9, 2021, who do not possess the education prescribed above are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. EXPERIENCE (For all levels)
Recent* experience developing and maintaining IT applications written in one or more of the following languages: Java, C/C++, C#, PHP, Python or JavaScript.
Recent* experience in application debugging and testing.
Recent* experience analyzing requirements and recommending solutions relating to software development.
Experience in application programming utilizing a database system such as, but not limited to: Oracle, MySQL, PostgreSQL, or SQLServer.

Experience in cybersecurity threat analysis and coordinating mitigating threats.
Experience analyzing, classifying and re-architecting systems.
Experience managing virtual private clouds, virtual networks, firewalls, and application gateways.
Experience with cloud orchestration and cloud architecture using Infrastructure as a Service, Platform as a Service, and Software as a Service.

ASSET KNOWLEDGE (For all levels)
Knowledge of container technologies such as Docker, LXC, Podman.
