The Crimes Against Humanity and War Crimes Section's mandate is to uphold the fight against impunity, including by prosecuting or denying safe haven in Canada to persons believed to have committed or been complicit in war crimes, crimes against humanity or genocide. Counsel’s work consists primarily of providing legal and strategic advice largely focused on crimes against humanity and war crimes matters and will include issues relating to domestic criminal law, evidence and procedures. The advisory work pertains in large part to questions of evidence-gathering and analysis, international cooperation, witness interviews, investigative strategies and case building. In addition, the work may entail serving as a lead counsel on citizenship revocation files.

Intent of the process

The immediate need is to staff one Bilingual imperative BBB/BBB position indeterminately.

A pool of fully or partially qualified candidates may be established to staff similar positions within the Department of Justice with various tenures, language requirements, operational requirements, organizational needs and/or conditions of employment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

OCCUPATIONAL CERTIFICATION:
Eligibility for membership in the Bar of one of the provinces or territories of Canada or in the Order of Notaries in the Province of Quebec.

EXPERIENCE:
EX1: Approximately 8 years of experience working as a litigator on complex* criminal litigation.

EX2: Approximately 8 years of recent** experience working on files that involve international criminal law.

EX3: Approximately 8 years of recent** experience in providing legal advice to police or investigators in the context of complex* criminal investigations.

*Complex cases raise legal, financial, or political issues of significant risk, often with political or social sensitivity. They may deal with multiple interconnected legal or factual issues often involving questions of law that are new and emerging, be national in scope and/or hold great importance for the government of Canada.

**Recent experience means that a portion of the relevant experience was acquired within the last 6 years.

ASSET EXPERIENCE:
AEX1: Experience in dealing with the media.

AEX4: Experience investigating or supporting investigations for the prosecution of war crimes, crimes against humanity and genocide.

AEX5: Experience prosecuting cases that involve Canadian criminal law.

AEX6: Experience leading and managing a multidisciplinary team****.

**** Multidisciplinary team: teams comprised of employees from different disciplines. Typically, these disciplines concern lawyers, analysts, historians, paralegals, and legal assistants.

OPERATIONAL REQUIREMENTS:
Willingness and ability to travel abroad as required and for extended periods of time.
