At the Canada Border Services Agency, our real property management or materiel management employees manage a very large and diverse portfolio that spans across Canada. They act as subject matter experts and work in a dynamic operating environment. Our teams supply millions of dollars in real estate services and goods each year. Our services support important programs, such as fleet renewal; maintenance, renovation and replacement of land border ports of entry; the realization of office space accommodation projects, and also the realization of projects in legislated facilities (airports, wharfs/docks, international toll bridges and tunnels and railways).
The Canada Border Services Agency is actively looking for professional, passionate and motivated individuals who have experience in materiel management or in the management of infrastructure or office space projects. As a member of our teams, you will be involved in the development and delivery of projects. You will be called upon to collaborate with multiple stakeholders inside and outside the Government of Canada. You will work within teams responsible for the planning, design, construction, and commissioning of real property projects or materiel management activities.
If you qualify in this selection process, you will be placed in a pool of candidates accessible to all CBSA hiring managers.
This process may be used to staff identical or similar positions in CBSA on a bilingual non-imperative basis should no qualified candidate meet the required language profile.

EDUCATION
A secondary school diploma or employer-approved alternatives (see Note 1).
Notes:
1. The employer-approved alternative to a secondary school diploma is:
- An acceptable combination of education, training and/or experience.
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
- Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
- Candidates who have been appointed or deployed for an indeterminate period to a position in the AS classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.
Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the AS classification only and must be reassessed for entry to other classifications on the basis of this alternative.
2. Acceptable experience and/or training in a field relevant to positions in the AS classification is required when the education qualification specified for the position being staffed is a secondary school diploma or approved employer alternatives.
EXPERIENCE
ALL STREAMS
EXP1: Two years of experience in providing advice and recommendations on projects or initiative in the material management or real property or accommodations field.
STREAM 1 (Real Property and Accommodations)
EXP2: Two years of experience in two or more of the following fields related to real property:
• Properties and facilities management
• Lease administration
• Portfolio management
• Project management
• Managing large dollar value contracts (large dollar value is >$50k)
* Note: Candidates needs to meet EXP1 and EXP2 to qualify in Stream 1.
STREAM 2 (Material Management)
EXP3: Two years of experience in the life-cycle management of assets.

ALL STREAMS
AEXP1: Experience supervising staff (is defined as having performed duties such as the assignment of work, leave approval and performance assessment, etc.).

AEXP3: One year of experience using a financial system (such as SAP, SIGMA, Oracle, IFMS or other).
STREAM 1 (Real Property and Accommodations)
AEXP4: One year of experience working with budgets such as: setting forecasts, tracking expenditures, explaining variances, contract close out.
AEXP5: One year experience in reviewing constructions drawings and technical specifications.
STREAM 2 (Materiel Management)
AEXP6: Experience in providing training or developing content for training.
AEXP7: One year of experience with supply chain management which includes managing various aspects of inventory management (such as materiel requirements forecasting, materiel management inventory trend and risk analysis, or the management of materiel disposal).

OPERATIONAL REQUIREMENTS
• Willing and able to work overtime, often on short notice.
• Willing and able to undertake job-related travel, including by plane, potentially for extended periods of time; and under potentially difficult conditions. Travels may be either within Canada and/or the United States.
• The official location of the positions to be filled is various CBSA offices across the country. At this time, the work performed by the incumbent to this position requires a minimum of two (2) days a week in the office and can be done through a hybrid combination of onsite and remote work with agreement between the manager and the employee.
• Willing and able to carry and use a telecommunication device during and outside of regular work hours.
