The Motor Vehicle Test Centre (MVTC) is located on 546 ha of land in Blainville, Quebec and comprises 25 km of test tracks, extreme temperature/high capability environmental chambers and state-of-the-art laboratories that are recognized internationally for leading motor vehicle safety research in support of Transport Canada’s (TC) Innovation Centre and the Department’s Motor Vehicle Safety Program. The MVTC is the largest and most advanced automotive test and research center in Canada. The project consists of the construction on the MVTC site of a new laboratory dedicated to the preparation, evaluation and inspection of medium and heavy duty commercial vehicles. The TC Project Lead will represent the interests of Transport Canada within the project team for the construction of a new laboratory for commercial vehicles. They will report to the MVTC Head of Operations in Blainville.

The intent of this process is to staff the position of Project Lead (Construction of a Specialized Laboratory), at the Motor Vehicle Test Centre (MVTC) – Blainville, Quebec. A pool of qualified candidates may be created for future vacancies within Transport Canada.
IMPORTANT NOTE: The position requires presence on site, at the MVTC, full-time. Hybrid work arrangements will not be possible given the nature of the functions.

Education:
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
Occupational Certification:
Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
Experience:
Recent and significant* experience in project management**.
Recent and significant* experience in directly managing complex** construction projects (for example, projects of $5 million and over).
Recent and significant* experience in contract management***.
Recent and significant* experience in providing advice and recommendations to management.
Experience managing multidisciplinary teams.
*Recent and significant experience means at least 5 years' experience within the last 8 years.
**Project management means the identification of project objectives, needs, issues and risks, planning, budgets and schedules monitoring and accountability reporting for real property management. Complex means the breadth and depth of experience in terms of dollar value and managing several trades.
***Contract management means the analysis and selection of procurement methods, drafting and/or validation of contract documents, bids evaluation and the negotiation/approval of contract amendments.
OPERATIONAL REQUIREMENTS
Willing to work overtime as needed.
Willing and able to travel across Canada as required.
Able to wear personal protective equipment (PPE).
Able to work in confined spaces, climb ladders, scaffolding, work from heights.
Willing and able to work on the construction site.

Experience managing a laboratory construction project.
Experience with building design and fabrication in civil engineering and/or mechanical engineering.
Experience with federal government purchasing and contracting procedures.
