A pool of partially qualified persons resulting from this process WILL be created and will be used to fill vacancies across the federal government in the areas of procurement/contracting specialists, contract performance analysts, senior procurement/contracting advisors, materiel management specialists and materiel acquisitions, with various language requirements (English OR French Essential, Bilingual Imperative BBB/BBB or CBC/CBC & Bilingual Non-Imperative BBB/BBB or CBC/CBC), tenures (indeterminate, specified period including actings), and security profiles (Reliability, Secret, Top Secret) which may vary according to the position being staffed.
The departments that have several vacancies at the PG-06 level and will be using this process include Department of National Defense, Justice Canada, National Resources Canada, Royal Canadian Mounted Police, Shared Services Canada & Treasury Board Secretariat (TBS). This process will be made available to other federal government organizations as well.
This process will be managed by the Treasury Board Secretariat and used by various federal government organizations across the country to staff their positions. Therefore, ensure that you ONLY indicate your true work locations of interest. A secondary school diploma or employer-approved alternatives.

Experience:
- Significant* experience in providing strategic advice and recommendations to management on complex** issues.
- Experience in managing human resources (defined as performing duties normally associated with supervising employees including but not limited to: allocating resources; assigning work, assessing and managing performance, providing feedback, approving leave, etc.)
- Significant* experience in developing Procurement documents (including but not limited to: Statements of Work and evaluation criteria.
- Significant* experience negotiating, awarding, and managing contracts for goods, services, or construction requirements.
- Significant* experience in managing relationships during negotiations with multiple stakeholders (such as vendors, legal counsel or clients) on complex** procurement issues.
* "Significant" is defined as the depth and breadth of experience normally associated with the execution of a diverse range of diverse activities that are normally acquired over a period of five years. This includes the extent, depth, complexity and diversity of tasks and cases.
** Complex is defined as having a minimum of two of the following characteristics: High profile or sensitive; Involving multiple clients or stakeholders; High risk project or procurement (e.g. scope, security, emergency, etc.); Multi-year or multi-phased project or procurement; a requirement meeting urgent operational requirements.

Operational Requirements (depending on the positions being staffed):
• Willing and able to work overtime on short notice.
• Available and willing to travel (within your city or Canada).
• Willing and able to sign a teleworking agreement or Hybrid Work Agreement if required by department.
Security Clearance:
- Reliability

Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status
For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
