Duties

The User Experience and Engagement Sector is launching a competitive hiring process to staff various positions in client relations, online product development, partnership development and outreach. These positions are at the EC-05 (supervisor and analyst) and EC-06 (manager) level. They play a key role in delivering LAC’s Vision 2030 strategic plan as well as transforming how LAC delivers services and connects with various audiences.

Library and Archives Canada (LAC) is one of the largest memory institutions in the world. For 150 years, LAC’s dedicated employees have played an important role every day as custodians of Canada’s documentary heritage, to protect and share it with current and future generations.

Intent of the process

A pool of qualified candidates will be established. This process may be used to staff similar positions with various tenures, linguistic profiles and levels, and security clearance levels, within Library and Archives Canada.

Please note that some of the positions to be staffed require the education standard under Part A, and other positions require the education standard under Part B.

If you do not meet the education standard under Part A, you will only be considered for positions for which the education standard is under Part B, in the event you are found qualified as part of this selection process.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Parti A
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:

1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

2. An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Part B
Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library/archival work or a law-related field.

Notes:
1. An indeterminate incumbent of a former SI position who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated in Part B above, is deemed to meet this minimum educational standard based on his/her education, training and/or experience. He/she must be accepted as having met the minimum educational standard for appointment or deployment to Part B EC positions. This note also applies to a person appointed or deployed for an indeterminate period to a Part B EC position after that date as the result of a staffing transaction started before June 22, 2009.

2. At the manager’s discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative. Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.

3. "Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science. “Library/archival work” includes gallery and museum functions.

4. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines whether the courses taken by a candidate correspond to two years of a post-secondary program at that institution.

Degree equivalency

EXPERIENCE (EC-05 AND EC-06):
-Experience* in establishing productive working relationships with clients or stakeholders to achieve shared objectives.
-Experience* leading people through working groups, group projects or direct supervision. **
-Experience* in contributing to or coordinating programs, services or initiatives for Canadians.**

*Note that to be considered for the EC-06 position, the complexity of the acquired experience will be evaluated.
**Complex issues are defined as those involving multiple sub-issues or related issues, multiple stakeholders, critical timelines, a high degree of visibility or political sensitivity and having a major impact on the department, government or the public.

EC-06 ONLY:
Experience in providing strategic advice to senior officials***.

***Within the public service, “senior officials” means director-level and above; outside the public sector, it would include any type of executive-level decision-making body/person.

ASSET QUALIFICATIONS (EC-05 AND EC-06)

EDUCATION:
Master’s degree with specialization in information management, political science, archival science, librarianship or subject related to heritage preservation.

Degree equivalency

EXPERIENCE:

AEX1: Memory Institution
Experience working in a heritage institution (e.g., library, archive, museum).

AEX2: Agile methodology
Experience using Agile product management techniques or implementing user experience research and design.

AEX3: Digital
Experience in coordinating or leading a digital product or project.

AEX4: Collaboration
Experience in collaborating with Indigenous organizations or representatives on policy, program or services development or implementation.

AEX5: Programming
Experience delivering services to the public or public programming* in person or online to the public.

Public programming consists of planned activities to promote services usually provided by libraries, archives and museums and include lectures, seminars, workshops, exhibits, displays, tours, newsletters and film shows.

AEX6: User Experience
Experience developing or implementing user experience research and design.

AEX7: Genealogy
Experience delivering genealogical reference services and/or programming.

AEX8: Partnership Development
Experience in developing partnership projects and agreements, such as MOUs, and other collaboration tools.

OPERATIONAL REQUIREMENT:
Willingness and ability to work overtime on short notice, including in the evenings, on weekends and on statutory holidays
