Intent of the process

A pool of qualified candidates will be established and could be used to staff identical or similar positions with various tenures and/or security requirements within the Department of Employment and Social Development Canada and various Federal Government Departments across Canada.

Presently, the position to be staffed is located at the designated workplace in Place du Portage – Phase IV, Gatineau (Québec), located in the National Capital Region (NCR).

A degree from a recognized post-secondary institution, with acceptable specialization in a field relevant to the duties of the position to be staffed (such as but not limited to, business administration, economics, finance, commerce, or accounting).

Indeterminate incumbents of positions in the CT-IAU subgroup on September 28, 2023, who do not possess the minimum qualification prescribed above, are deemed to meet it by virtue of their education, training, and/or experience. They must be accepted as having met the minimum qualification standard, whenever this standard is required for staffing positions in the CT-IAU subgroup.

Degree equivalency

EXPERIENCE
E1: Significant experience* in planning, conducting, and reporting on assurance and/or advisory engagements.
E2: Significant experience* leading interviews and debriefings with representatives of audited organizations.
E3: Significant experience* in communicating, providing strategic advice and presentations of audit or advisory findings and recommendations to senior management**.
E4: Significant experience* in supervising and coaching employees, including assigning tasks, providing guidance, and managing performance.

* Significant experience is defined as the depth and breadth of experience normally associated with the performance of a wide range of duties related to the subject activity and related activities for a period of at least three (3) years.

ASSESSMENT

Persons are entitled to participate in the appointment process in the official language of their choice.

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, standardized tests, reference checking, simulation exercises, and performance management agreement verification.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
