Duties

As Canada's national police service, the RCMP's mandate is multi-faceted and includes crime prevention and investigation, maintaining order, enforcing laws on matters as diverse as health and the protection of government revenues, contributing to national security, ensuring the safety of state officials, visiting dignitaries and foreign missions, and providing vital operational support services to other police and law enforcement agencies. To deliver such a complex mandate, the RCMP operates on the basis of five major business lines, including federal and international operations, contract policing, national police services, international policing and protective policing. The RCMP’s national law enforcement and public security operations encompass services to eight provinces, three territories, over 200 municipalities, over 600 indigenous communities, with policing services delivered through more than 750 detachments across Canada. From a workforce perspective, the RCMP is represented by a population of over 30,000 employees composed of regular members (18,927), civilian members (2,854) and public service employees (8,946).

It is within this operational context that the Director, Occupational Health Management and Accommodation is accountable for directing the development and implementation of the strategies, policies, programs, systems and processes that govern occupational health, determination process for occupational injuries/illnesses, disability management and accommodations programs and services for the RCMP. Leading a team of health professionals, the Director also oversees the development of the tools, mechanisms and processes supporting members fitness for duty evaluations, and the determination of minimum medical profiles for all types of positions; for directing the establishment of processes for the assessment of critical tasks and occupational health requirements; for ensuring national medical oversight of the RCMP’s Occupational Health (OH) & workplace accommodations program. As the Director of the Policy Centre, leads the provision of evidence-based recommendations and guidance to Divisional health professionals and offices across Canada and oversees the establishment and delivery of the national psychological screening program and expertise. The Director is also responsible for the establishment and management of strategic partnerships with service providers and internal/external stakeholders, including unions; for reviewing level two (2) determination claims, grievances and drafting decisions for the Executive Director. Finally, the Director directs the research and analysis on key issues, and provides strategic advice, guidance and support to the Executive Director, Occupational Health and Safety Branch and senior management in all areas of occupational health management and accommodation matters.

Intent of the process

The immediate need is to staff one (1) position on an indeterminate basis, with a linguistic profile of Bilingual Imperative CBC/CBC and a security clearance of RCMP Enhanced Reliability Status with Secret.

A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period basis (including term, acting, or assignment), with various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Notification regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Significant* experience in developing and implementing national policies related to: occupational health, disability management, accommodation and/or labour relations.

Experience in providing advice and guidance to senior officials*, departmental managers and employees regarding occupational health issues of complex* and sensitive nature.

Experience in liaising and negotiating with a broad range of senior officials*, departmental and central agency representatives or other stakeholders.

Experience in managing human resources.

*Significant experience is defined as having the depth and breadth normally associated with performing a broad range of various, complex activities which would typically be acquired over a period of approximately three (3) years.

*Senior Officials is defined as Director General, Chief Superintendent, EX-02 or above.
