The Conservation and Protection (C&P) Directorate promotes and maintains compliance with legislation, regulations, policies and management measures implemented to achieve the conservation and sustainable use of Canada’s aquatic resources, and the protection of species at risk, fish habitat and oceans.

Intent of the process

---->To staff one (1) indeterminate position.

---->A list of partially qualified candidates may also be established to staff similar
positions with various tenures and linguistic requirements within Fisheries and Oceans
Canada.

---->All federal organizations listed in Schedule I, IV and V of the Financial
Administration Act (FAA) may use this staffing process to appoint a candidate to a
position having a similar merit criteria.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

🎓 EDUCATION:
Graduation with a degree from a recognized post-secondary institution or graduation from the Fishery Officer Career Progression Program (FOCPP) or equivalent.

Degree equivalency

📌EXPERIENCE:
■ Significant* experience in leading the development and implementation of natural resource management in a large and decentralized organization.
OR
■ Experience in leading a large and decentralized organization related to regulatory enforcement or policing or regulatory programs management.

■ Experience in providing analysis and strategic advice to senior management on policy implementation and operational issues that are complex and have a direct impact on the organization.

■ Experience in managing complex projects or initiatives.

■ Experience in building and maintaining relationships and in resolving complex and sensitive issues** with clients or stakeholders with competing interests, including two or more of the following: provincial government organizations, municipal organizations, industry, Indigenous, non-governmental organizations (e.g. environmental, fishers’ association), or the public.
■ Experience in managing human*** and financial**** resources.

Definitions:
*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex related activities over a period of at least three (3) years.

**Complex and sensitive matters are normally defined as having at least two (2) of the following characteristics: multidimensional, of a delicate and confidential nature, affecting multiple partners or stakeholders, creating a precedent or having a major impact on your organization, or potentially attracting wide media coverage.

***For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed labour relations issues, managed and assessed performance, developed and implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.

****For financial management applicants must clearly demonstrate their experience in this area such as evidence of managing, allocating and being accountable for a budget. This experience is defined as being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

■ Experience in international relations and negotiations in natural resource management or fisheries governance.
