Duties

This position will report to the Director of Energy Outlooks contributing mainly to the Energy Information flagship publication Energy Future Series (check out the latest publication: CER – Canada’s Energy Future 2023: CER’s first long-term Outlook modeling Net-Zero by 2050 (cer-rec.gc.ca). The primary responsibilities of this role include conducting research, collecting, and analyzing large datasets, managing databases, coding, modeling various energy sectors, analyzing and interpreting modeling outputs, graphing results, and writing reports. Additionally, the position involves presenting information to diverse audiences, ranging from technical experts to management, and collaborating with government and other internal/external stakeholders.

Furthermore, the role entails exploring emerging energy sectors and policies, adopting new modeling tools, identifying process improvements, and documenting findings. The position also involves providing advice to senior management regarding the risks associated with assumptions used in modeling and suggesting improvements for the modeling process. Project management is a part of the responsibilities.

Moreover, this position will involve coaching junior modelers, market analysts and potentially engaging in market analyses and participating in energy adjudication permitting processes. The position may also involve providing guidance to the Commission on energy markets or energy transition matters.

The role plays a critical part in the CER's energy information work, which is one of CER's core responsibilities. Furthermore, the individual may have the opportunity to participate in or lead program initiatives as identified by the Director.

EDUCATION:

Successful completion of an undergraduate degree from a recognized university in a field relevant to the Canada Energy Regulator’s energy information responsibilities including, but not limited to engineering, economics, science, or business.

Degree equivalency

EXPERIENCE:

E1 Experience* in energy systems modeling, with a focus on energy demand or emissions in sectors such as buildings, transportation, heavy industry, and other sectors,

E2 Experience using Python, R or other relevant programming languages,

E3 Experience managing complex initiatives and/or projects, from scoping to execution, working across a diverse group of stakeholders.

* Minimum of 5 years in energy systems modeling (does not need to be continuous experience)

ASSET QUALIFICATIONS:

AQ1 Postgraduate degree from a recognized university related to the duties of the position.

AQ2 Experience and Certification in Project Management.

AQ3 Experience in defining requirements, building, testing and/or implementing energy modeling software, and/or database management.

AQ4 Expert level market analysis, ie. gather and assess data, make interpretations, synthesize findings, draw appropriate conclusions and deliver products that meet the Commissions’ market monitoring and CER’s regulatory mandate.

AQ5 Experience in the regulation of energy infrastructure or energy markets.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 10 position is similar to a CO-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB-10, $100,175 - $121,883 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
