Duties

The SAOCC Manager is part of the Alberta RCMP OCC senior management team. This position reports to the OCC Program Director, and is responsible for the Southern Alberta OCC (Red Deer). Responsibilities include all aspects of HR including training, employee development, employee wellness for a staff existing of 2 Shift Managers, 8 Shift Supervisors, 60 indeterminate & 29 term/contract employees. In addition, the SAOCC Manager will oversee the day-to-day emergency/operational communications; facility management including security, procurement & management of equipment; network & relationship building advancing OCC operations & capacity, business continuity etc.; financial stewardship & budgeting; and client service delivery and standards compliance.

Work environment

The Operational Communications Centre (OCC) provides critical operational support to RCMP officers in the field. The OCC is the first point of contact for the public requesting police assistance in both emergency and non-urgent matters. In Alberta, there are two provincial OCCs: Edmonton and Red Deer. These centres provide support to 120 detachments and satellite offices throughout Alberta's RCMP communities including Alberta Sheriffs (traffic units) and various municipal police agencies, 24 hours a day, 365 days of the year.

Alberta OCC’s serve a population of approximately 1.4 million citizens; receive an average of 2,500 calls a day; evenings and weekends being the busiest times. All operators working in Alberta RCMP Provincial OCC’s must successfully complete a comprehensive mandatory nationally accredited training program. OCC staff then receive calls, enter information in computer systems and evaluate what services are required. Dispatchers then send the information onto officers as quickly as possible, ensuring priority is placed on public and officer safety. To expedite calls, and to dispatch officers as quickly as possible, it is important for members of the public to have key information available when calling.

Intent of the process

The intent of this process is to staff one (1) permanent position in Red Deer, AB.

A qualified pool of candidates may be established and may be used to staff similar positions on a term and/or permanent basis within the RCMP. The pool could be used to offer acting appointments, assignments, secondments or deployments.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Should a Public Service (PS) employee be found qualified and selected for appointment, notification regarding the PS appointment will be posted accordingly on www.jobs.gc.ca.

Degree equivalency

1) Experience in analyzing complex issues and providing recommendations related to Emergency/Operational Communications and/or Emergency Services (i.e. Fire, Ambulance, Police, 9-1-1 Dispatch/Call Taking).

2) Recent* and Significant** experience with Emergency Services (i.e. Fire, Ambulance, Police, 9-1-1 Dispatch/Call Taking systems (including but not limited to Computer Aided Dispatch (CAD), Records Management Systems (RMS), wide area/digital radio systems, multi-media recording equipment and/or IP based telephony systems).

3) Recent* and Significant** experience in conducting evaluations and/or business processes related to Emergency Services Dispatch/Call Taking activities and providing advice/recommendations to management or senior management.

4) Recent* experience in the management of human resources (including but not limited to training, supervising, employee coaching/development, appraisals, addressing work place conflict, medical accommodations, etc.).

Recent* is defined as within the previous five-year period.
Significant** is defined as having two or more years of experience.

Ability to communicate effectively in writing.

4. Ability and willingness to step into a subordinate role in an emergency situation.
5. RCMP Top Secret security clearance. Successful applicants will be required to obtain and maintain a RCMP Security Clearance throughout their employment.
