• Provides summary reports to the Operations Manager, Project Officers, Activity Leads and Priority Managers on the status of the projects, regarding field work requirements, Human Resources, contracting, procurement, and other financial matters that will ensure the successful delivery of the program.
• Ensures Acts and policies are followed, in particular, practices and procedures related to procurement in Canada’s North; for example, the 2019 Treasury Board Directive on Government Contracts, Including Real Property Leases, in the Nunavut Settlement Area.
• Interprets and analyzes project requirements and provides advice and support to the Operations Manager, Activity Leads, Priority Managers, and Project Officers on the resolution of issues related to the provision of services.
• Tracks the GEM-GeoNorth budget, monitoring and reporting expenditures in SAP and/or other tools, and keeping all financial activities up to date, including forecasts for O&M and salary budgets.
• Synthesizes individual budgets and financial information at the project level and provides financial reports to Project Officers and Priority Managers, alerting them of any financial issues or problems.
• Provides input on financial prioritization and timing of proposed activities through multi- year budgeting, financial tracking and reporting.
• Carries out all financial transactions in SAP including commitments, expenditure adjustments, manage acquisition cards, salary, funds transfers, etc.
• Works with Activity Leads to develop procurement strategies and best contracting approaches with external service providers, and work with SSO (Shared Services Office) and PCSP (Polar Continental Shelf Program for Arctic Logistics) to implement those strategies and resolve procurement, equipment and other issues as they arise.
• Designs and develops operational procedures to enhance efficiencies and provide program consistency on financial and administrative requirements.

The immediate need is to staff one (1) AS-03 position.
A pool of qualified candidates may be established through this process to staff identical or similar AS-03 positions within the Geological Survey of Canada Branch, at Natural Resources Canada with various tenures (determinate period or indeterminate), various language requirements (English Essential, French Essential, English or French Essential and Bilingual Imperative or Non-Imperative) and profile(s) (BBB/BBB, CBC/CBC,CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various locations and conditions of employment.

Education
• A secondary school diploma or an acceptable combination of education, training, and/or experience.
Experience
• Experience using the financial system “System Applications Program” (SAP) including the salary-forecasting module.
• Experience providing financial and administrative support services.
• Experience preparing and analyzing financial reports.
• Experience providing training and coaching on administrative and financial processes.
• Experience in the procurement processes in the Federal Public Service.
Note: Experience must have been achieved through a working environment, and not simply though a course or an educational program.
Education
• A certificate, diploma or degree from a recognized post-secondary institution in the field of business or finance or in another field related to the position.
Experience
• Experience providing advice on government contracting policies, practices or procedures related to procurement in Canada’s North.
• Over three-years experience providing financial services and preparing and analyzing financial reports.
