The Compliance Sector of the Office of the Privacy Commissioner of Canada (the “OPC”) is mandated to ensure that government agencies and businesses comply with their privacy obligations. The OPC protects individuals’ fundamental right to privacy, and in doing so, fosters trust in the digital economy and society. Increasingly, OPC investigations examine emerging privacy-impactful business models and technologies through high-profile investigations and enforcement actions with a domestic and global impact.
For instance, we recently investigated:
- mobile app geolocation tracking and corporate surveillance;
- sharing of in-store customer data with social media platforms;
- the Government’s collection of information during the Pandemic; and
- Law enforcement use of facial recognition technology.
The OPC is a world leader in enforcement collaboration, both domestically and internationally, which provides an opportunity to work with enforcement colleagues from across Canada and around the globe.
The next few years will be exciting for the OPC! As we continue our investigative work to tackle existential issues like Generative AI and ever-evolving cybersecurity threats, we will also be preparing for the implementation of potential legislative reforms in both the public and private sectors.

This process will be used to establish a pool of candidates that may be used to staff the above-mentioned positions and similar positions at an identical or equivalent group and level with various security profiles (reliability, secret, top secret), various tenures (indeterminate, specified period) using various staffing activities (indeterminate, term, deployment, acting, assignment, secondment, Interchange Canada ) for positions with the Office of the Privacy Commissioner of Canada.

EDUCATION
A degree* from a recognized post-secondary institution
Definition:
* The term “degree” refers to a baccalaureate as established by educational authorities.
EXPERIENCE
1. Experience in managing human* and financial** resources as an executive*** in a private, public or parapublic organization.
2. Experience in providing strategic direction and formulating recommendations on complex subjects, and in providing senior executives**** with these recommendations in writing and orally.
3. Experience in leading a team conducting complex and high impact investigations or policy initiatives or legal issues in a law enforcement or regulatory environment.
4. Experience as an executive*** in conceptualizing a vision for a broad functional area and in leading work, from planning through to execution.
Definitions:
*Human Resources Management: Candidates must clearly demonstrate that they have managed and supervised staff, established work plans and performance objectives and assessed performance. Candidates must specify the number and employment category of employees they supervised, and for how long.
**Financial Management: Candidates must clearly demonstrate that they have managed and been accountable for a budget. This experience is defined as having primary responsibility or full delegation of authorities relating to a budget, financial forecasting, planning, budgeting, etc. Candidates must indicate the size of budget they managed and for how long.
***Executive is an expression used to describe:
1. Employees who are members of the senior management of an organization or a company and may include, but are not limited to, employees who report directly to the board of directors, the vice-president, the chief operating officer, the assistant deputy minister or another authority. OR
2. Employees who have middle managers or managers under their responsibility.
****Senior Executives is an expression used to describe high-ranking individuals within an organization or a company who are involved in major decision-making processes and may include, but are not limited to, members of board of directors, president, deputy minister or another authority.
ASSET QUALIFICATIONS
It is desirable to answer the screening questions related to the asset qualifications in the online application. They could be the deciding factor in selecting candidates to be invited to the next assessment phase or in selecting the person appointed to the position.
EDUCATION
Successful completion of a recognized post-secondary education with acceptable specialization in law, information technology, computer engineering, cyber-security, economics, or any other field involving the Office’s mandate.
EXPERIENCE
1. Experience in making decisions on complex and sensitive issues in privacy-related areas (data protection, security, cyberspace, technology, etc.).
2. Experience in managing an investigation team.
3. Experience in developing and maintaining relationships and partnerships with internal and external stakeholders*.
4. Experience in representing the interests of an organization and leading high pressure negotiations with other departments, central agencies, contractors, other levels of government and the private sector.
5. Experience in the technology and cyber-security field

*Internal stakeholders are part of the federal public service and external stakeholders include representatives from other levels of government and non-governmental organizations or the private sector.

• If your application is retained at the screening process, you will be invited to the next assessment phase to assess the qualifications listed under the section “The following will be applied / assessed at a later date (essential for the job)”. A variety of tools may be used to assess those qualifications (such as: written tests, interviews, presentations, role plays, reference checks, etc.). An invitation, including the assessment tool and the qualifications to be assessed, will be sent to you. It is important to reply to the invitation and to provide all the required information.
• Should you proceed to the next assessment stage, such as an exam or interview, we will send you an e-mail with additional information on the assessment format so that you can determine if you may require an accommodation (such as a different test format, an adaptive technology, or additional time).
• A passing mark will be established for each qualification assessed. Essential qualifications listed in the advertisement are mandatory.
