POSITION LOCATION / WORK ARRANGEMENT:
This position is located in Ottawa. However, the successful candidate may report to the Toronto or Montreal office for in-office work.

Due to the nature of the work and operational requirements, this position requires physical presence (in-office work) from one of the following OSFI offices across Canada (Toronto, Ottawa or Montreal). The option of teleworking is available on a part-time basis in accordance with OSFI’s Guidelines on Telework. Teleworking arrangements are determined on a case-by-case basis depending on the nature of the work required by the position, the operational and business needs, as well as the candidate’s work preferences.

Duties

The mandate of the Supervision Institute is to provide supervisors with specific knowledge, competencies, and tools needed to assess risk and intervene effectively and efficiently. The Institute supports all types of learning, by ensuring an ample mix of tools and resources are in place to design, develop and implement sound learning solutions. The Instructional Designer is a learning professional who leverages their own knowledge and experiences to design learning solutions for employees at all levels. They are also consultants, who are able to work with subject matter experts to seek technical learning solutions via a variety of learning formats.

Duties of the Instructional Designer include, but are not limited to:
• Provide guidance to clients and stakeholders on learning product design and delivery.
• Produce effective instructional materials in accordance with development guidelines, including creating outlines and storyboards for online and video materials.
• Determine expected outcomes of training and learning objectives.
• Conduct focus testing, beta tests and evaluations to ensure compliance with prescribed standards and client requirements and revise as necessary.
• Prepare facilitators and producers on delivering instructional materials in person, virtually and hybrid, which includes development of guides, instructions.
• Make recommendations for the integration of learning tools and activities within a learning management system.
• Develop training solutions that align with accessibility standards of the Government of Canada.
• Apply a diversity, equity, inclusion and GBA+ lens to all learning products.
• Make recommendations on software and products to keep up with the latest trends in learning technology.
• Record/edit audio and video training materials and develop multimedia assets (audio, video, illustrations, graphics, animations, and interactive content) to align with learning goals and adult learning principles.

ESSENTIAL EDUCATION
A university degree with specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology OR an acceptable combination of education, experience, and/or training.

ESSENTIAL EXPERIENCE
• Recent* and significant** experience in developing a variety of training solutions.
• Recent and significant experience in conducting research and analysis for the design and development of behavioural learning material used in a functional training environment.
• Recent and significant experience in designing, implementing and evaluating learning programs aligned with organizational priorities.
• Experience in the use of learning design software (e.g. Articulate – Storyline 360) and Microsoft software (e.g. Word, PowerPoint, Excel, Outlook and Teams).

*Recent refers to experience gained within the last 3 years.

**Significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of 3 years.
