The duties of the positions may vary based on the position occupied and the location of work. However, here are some examples of the types of duties you can expect to perform as a result of an appointment from this selection process:
• Provide leadership and/or support to regional and pan-regional planning processes.
• Lead intelligence gathering and analysis on emerging and priority population and regional public health issues.
• Support engagement with regional stakeholders including P/T and Indigenous governments, public health departments, community organizations, Indigenous organizations and other non-governmental organizations.
• For the Quebec region only: Support PHAC centers in obtaining a ministerial decree under the Act respecting the Ministère du Conseil exécutif (R.S.Q., chapter M-30) for various types of agreements.
• Provide leadership and/or support on public health-related files.

The immediate intent of this process is to staff the following positions in the Public Health Agency of Canada’s Health Security and Regional Operations Branch (HSROB) within our Policy, Planning and Intergovernmental Affairs Units:
Immediate need:
• One term English essential position in Winnipeg, MB or Regina, SK.
Anticipatory needs:
• One term bilingual imperative (CBC) position in Montreal, QC.
• One term English essential position in Toronto, ON.
• One term English essential position in the Northern region where the work may be conducted virtually.
• One term English essential position in Vancouver, BC.
A pool of qualified candidates (partially assessed) may be established and may be used to staff similar positions at this group and level with various language requirements. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), security requirements and conditions of employment within the Public Health Agency of Canada. Education:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
Experience:
• Experience in briefing and providing strategic advice to management on complex files with tight timelines.
• Significant* experience in developing and maintaining collaborative relationships with partners and stakeholders of various sectors, in link to health domain.
• Significant* experience in researching, analyzing, synthesizing and interpreting data and evidence on public health issues to provide recommendations and produce documents (e.g. briefing notes, position papers, infographics, etc.)
Experience* will be evaluated in terms of length, complexity and diversity of work experience that was a core part of the candidate’s employment and would have normally been obtained during a period of approximately two (2) years.

Candidates MAY be required to meet ONE OR MORE of the following experience factors, depending on the requirements of the specific position being staffed as they may be deemed as either an Essential or Asset qualification. Asset Education:
• Graduation from a recognized post-secondary institution with a Master's degree in public health, social sciences, or public administration.
• Graduation from a recognized post-secondary institution with a Bachelor's degree in public health or health-related field.
Asset Experience :
• Experience working in public health or another related field
• Experience working on Indigenous public health issues and engagement with Indigenous populations.
• Experience working in emergency preparedness and response.
• Experience in policy or program development.
Asset Knowledge:
• Knowledge of policy development, planning, and decision making processes.
• Knowledge of regional public health issues e.g. Northern, rural and/or remote.
Asset Ability:
• Ability to apply qualitative and quantitative data analysis methods and tools.
• (QC region only): Ability to apply conformity rules to documents, including French grammar rules.
