The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the PSEA. This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council for Canada. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB has a strong and credible reputation in Canada and around the world.
The TSB is a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.
The marine group consists of less than 30 employees located in 4 offices across the country including the head office in Gatineau Québec. However, the nature of the work, and the progressive manner in which the department fulfills its mandate means that there is flexibility offered for marine professionals to work remotely. With this selection process, we are looking to fill 3 positions with various language profiles (English Essential and Bilingual Imperative BBB/BBB).
In addition to these positions, a pool of partially assessed candidates may be established and used to staff similar positions with various tenures, language profiles and/or requirements, location, and security requirements. EDUCATION:
A secondary school diploma or an acceptable combination of education, training and/or experience
AND
EITHER
Valid Canadian certificate of competency with STCW endorsement in one of the following disciplines:
-Chief Mate unlimited or Master, Near Coastal Voyage or higher;
-Second-class Engineer or higher
OR
Fishing Master, Second Class or higher issued by Transport Canada;
OR
University degree* or diploma in Naval Architecture and at least 4 years of experience in inspecting or surveying vessels or in managing marine related programs or major projects, or a fleet of vessels.
EXPERIENCE:
Experience as Master or Chief Engineer on ships
OR
Recent* and significant** experience in the technical or operational management or inspection of ships
OR
Recent* and significant** experience the design or construction of ships
* “Recent experience” is understood to mean in the last seven (7) years
** “Significant experience” is understood to mean the depth and breadth of experience normally acquired through the execution of a large number of complex and relevant activities over a minimum period of two (2) years

Knowledge of shipping practices and/or procedures related to commercial shipping.
Knowledge of Canadian and International marine legislation and related regulations, codes and standards.

Master Mariner certificate issued by Transport Canada
Fishing Master, First Class
First-class Engineer Certificate of Competency (motor ship, steamship or combined) issued by Transport Canada
EXPERIENCE - ASSET:
Experience in carrying out investigations into marine accidents.
Experience in managing marine related programs or projects.
Experience working onboard vessels as an officer in Canadian waters.

Agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.

Agree to travel within Canada and abroad, including travel by car, rail, ship and air.
Willingness to be available on standby, on a rotational basis.
