ANTICIPATORY PROCESS:
- A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profile bilingual imperative BBB/BBB as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

Education:
- A minimum of bachelor’s degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the *Financial Management Group ;
OR
- **Eligibility for a recognized professional accounting designation. The recognized professional accounting designation is Chartered Professional Accountant (CPA).
Note:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
*Positions in the Financial Management Group include a wide range of Accounting/Finance functions, including but not limited to Accounting Operations, Corporate Accounting, Financial Reporting, Financial Systems, Financial Audits and Reviews, Financial Policies, Internal Controls, Financial Advisory Services, Financial Planning and Budgeting, Financial Strategy and Costing. Therefore, experience related to any of these areas, or other Accounting/Finance functions, will qualify.
**The term “Eligibility” means the candidate has met all academic requirements of the program for a recognized professional accounting designation as outlined by the association.
Experience:
- Significant* experience in financial management;
- Experience in analyzing, interpreting and applying financial management policies, guidelines, directives or financial information**;
- Experience in preparing financial reports for management***
- Experience in the provision of advice and guidance to managers or clients in regards to financial management.
*Significant is defined as depth and breadth of experience associated with the performance of the duties in one or several of the following areas for a period of approximately two (2) years: financial planning, resource management, financial management advisory services, financial policy, accounting operations, internal controls, financial systems, corporate accounting.
**Financial information is defined as costing data, forecasts, variance analysis or financial reports.
***Management is defined as FI-04 level or equivalent and above. In the private sector, management is defined as a manager who holds a leadership position within a company/organization.
Experience:
- Experience in using Microsoft Excel (or similar software) in order to conduct various data analysis, working with pivot tables, and to prepare financial reports or dashboards.

Knowledge:
- Knowledge of the Financial Administration Act (FAA);
- Knowledge of the Treasury Board financial management policies and directives;
- Knowledge of the Reporting Cycle for Government Expenditures.
Abilities:
- Ability to identify financial issues, analyze situations and provide recommendations;
- Ability to communicate effectively in writing;
- Ability to communicate effectively orally.

Education:

Organizational Needs

- Periodically overtime may be requested on short notice.
Secret security clearance - an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status
For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
