Intent of the process

ANTICIPATORY PROCESS - A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profile bilingual imperative BBB/BBB, as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
EQ1. A minimum of bachelor’s degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the *Financial Management Group;
or
EQ2. **Eligibility for a recognized professional accounting designation. The recognized professional accounting designation is Chartered Professional Accountant (CPA).

*Positions in the Financial Management Group include a wide range of Accounting/Finance functions, including but not limited to Accounting Operations, Corporate Accounting, Financial Reporting, Financial Systems, Financial Audits and Reviews, Financial Policies, Internal Controls, Financial Advisory Services, Financial Planning and Budgeting, Financial Strategy and Costing. Therefore, experience related to any of these areas, or other Accounting/Finance functions, will qualify.

The term **“Eligibility” means the candidate has met all academic requirements of the program for a recognized professional accounting designation as outlined by the association.

Degree equivalency

Experience:
EE1. *Recent experience having performed duties, for a period of at least four (4) years, in one or more of the following areas of financial management: corporate accounting, financial planning, internal control, resource management, financial management advisory services, financial policy, accounting operations, financial audit or financial systems.
EE2. Experience in providing advice to clients in regards to financial management;
EE3. Experience in analyzing, interpreting and applying financial management policy instruments and financial information;
EE4. Experience in preparing financial reports for **senior management .

*Recent experience: is defined as being within approximately the last five (5) years.

**Senior management: is defined as Director Level (or equivalent) and above.*

K1. Knowledge of the Expenditure Management Cycle and Estimates processes;
K2. Knowledge of legislation and policy instruments related to financial management in the Federal Public Service;
K3. Knowledge of Generally Accepted Accounting Principles (GAAP);
K4. Knowledge of current trends and best practices relating to the comptrollership function, financial management, financial administration or accounting.

Ability:

Education:
AQ1. Possession of a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Experience:
AE1. Experience managing financial and/or human resources;
AE2. Experience using financial systems, such as SAP, for financial transactions, budgetary controls and financial analysis;
AE3. Experience preparing departmental financial statements;
AE4. Recent* experience with in-year and year-end submissions to the Receiver General (RG) for Public Accounts purposes and with the Receiver General Manual and Government-Wide Chart of Accounts;
AE5. Experience in the preparation of Annual Reference Level Update (ARLU), Main and Supplementary Estimates, Departmental Results Reports (DRR) or Departmental Plans Report (DPR);
AE6. Experience analyzing, developing, implementing and monitoring budgets and business plans;
AE7. Experience in the audit of financial statements and/or assessment of internal controls and/or elaboration and implementation of business processes and internal controls;
AE8. Experience in accounting operations, including the processing of transactions for expenditures such as: goods and services, salary or travel;
AE9. Experience in one or more of the following: data analytics; Microsoft applications such as Visio to create business diagrams; or Excel advanced functions and macro-programming.

Organizational Needs:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;

Operational requirement:

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
