Duties

The National Command Centre (NCC) serves as the 24/7/365 strategic communications point for situational awareness of Coast Guard maritime operations in Ottawa, Ontario.

The Deputy Manager’s (GT-06) focus is on the daily operations routine to enable: full situational awareness of the readiness and deployment of Coast Guard assets, analysis of impacts to programs and the ability to project implications of developing situations. The Deputy Manager will ensure command centre staff readiness for HQ response to ongoing and developing incidents that that may affect safety of lives, public interest, and/or departmental and government priorities that may be regional, national or international in scope. The Deputy Manager is expected to be physically on-site daily ensuring the delivery of the daily operational routine and support to Senior Management. It is a supervisory role with 14 Operations Officers in a shiftwork environment receiving and processing reports in addition to the routine, emergency and response requirements of the position.

Intent of the process

The intent of this process is to staff one GT-06 position indeterminately.

EDU1 : Secondary school diploma or an acceptable combination of education, training or experience.

Degree equivalency

EXPERIENCE:
E1 : Experience in providing recommendations to Management on operational matters.
E2 : Experience working within a multi-disciplinary team, project team, or committee.
E3 : Experience establishing relationships with other stakeholders, partners or other government departments.
E4 : Experience working in an operational environment such as emergency response, incident response, or operational planning efforts.
E5 : Experience in supervising employees.

ASSET QUALIFICATIONS

EDUCATION:
AED1 : Graduation from a recognized post-secondary institution with an acceptable specialization or training in a field related to the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
AOC1 : Transport Canada Marine Certificate of Competency.
AOC2 : Department of National Defence maritime certification or Naval background
AOC3 : Marine Communication & Traffic Services (MCTS) Officer certification.
AOC4 : Search & Rescue Coordinator certificate.
AOC5 : Incident Command System (ICS) Canada Certifications or similar emergency planning certifications.

EXPERIENCE:
AE1 : Experience interacting with multiple Canadian Coast Guard programs.
AE2 : Experience in a seagoing or shore based work environment in Canadian Coast Guard operations.
AE3 : Experience supervising a shift working environment.
AE4 : Experience secure or high security environments.
AE5 : Experience in human resources management.
