WHEN YOU APPLY:
When submitting an application to this selection process, you will be prompted to answer screening questions concerning the essential education and experience qualifications and, if applicable, other (non-essential) qualifications. When answering these questions, please provide detailed, concrete examples that clearly demonstrate how you meet the requirement. The screening board cannot make any assumptions about candidates’ experience. You must include the length of time that you performed each function and where you obtained the qualification. It is not sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. Your answers to the screening questions should be supported by your résumé. Failure to clearly substantiate how you meet the screening criteria may result in the rejection of your application. Reporting to the Asset Manager of Crown Managed Facilities, the Facility Manager plans, prioritizes, operates and manages the maintenance operations at the Joseph A. Ghiz facility (Summerside Tax Center) in Summerside PEI.
The Facility Manager supervises 5 direct and 4 indirect maintenance staff that provide support to project delivery and deliver facility Operating and Maintenance (O&M) and Preventive Maintenance (PM) programs and services. Adaptability and flexibility are required to respond to changing priorities and unforeseen challenges involving life-cycle replacements.
Duties include (but are not limited to):
• Manage, control and direct O&M and PM programs including establishing technical specifications for service contracts and validating programs of work.
• Directly supervise a team of maintenance staff. Duties include establishing maintenance scheduling, employee development, change management and ensuring an all inclusive workplace.
• Manage, plan, prioritize, maintain and deliver the short term minor and major capital program of projects for the facility.
• Manage and oversee the budget allocations for O&M and PM programs as well as minor and major projects for the facility.
• Provide client service to the main building tenant (Canada Revenue Agency) and represent PSPC during client meetings.
• Ensure (business) program needs are met in an efficient and safe manner by understanding and evaluating the current status of building operation and understanding the needs (processes) of the end-users.
• Provide advice to Senior Management on portfolio investment/code compliance and act as technical liaison for the facility.

The immediate need is to staff one indeterminate English Essential position who will work out of the Joseph A. Ghiz facility located in Summerside PEI. Relocation assistance could be considered for this appointment.
A pool of qualified candidates will be established and may be used to staff similar positions with various tenures, language requirements, and security requirements in various locations within Public Services and Procurement Canada.

EDUCATION :
A secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCE:
E1: Experience working in the field of facilities management or project management related to buildings and/or construction projects.
E2: Experience managing multidisciplinary teams of staff and/or contractors to provide maintenance, repair and/or project delivery.
E3: Experience in financial and contract management.
E4: Experience in managing projects related to buildings and building systems from the requirements phase through the design phase and delivery phase.
ASSET EDUCATION:
AED1: Successful completion of post-secondary education (University or College) from a recognized institution in a Real Property building/construction field such as:
• Energy Management, Building Operating Systems
• Architecture, Engineering (Civil, Structural, Electrical, or Mechanical)
• Building Sciences, Facility Operations, Business Management
AED2: Red Seal Certification in a maintenance related trade
AED3: Professional training, designation or certification related to property management or project management such as:
• Certified Engineering Technologist (CET)
• Accounting (CA, CMA, CPA, CGA)
• Project Management Professional (PMP)
• Certified Property Manager (CPM)
• Building Owners and Managers Association (BOMA)
• Facility Management Certificate (FMC)
• International Facility Management Association (IFMA)
ASSET EXPERIENCE:
- AEx1: Experience managing facilities and/or technical projects related to facilities
- AEx2: Experience in managing a budget for facility operations and/or project delivery.
- AEx3: Experience planning, programming and managing multi-year programs or projects.
- AEx4: Human resource management in an operational setting.
