Duties

What You Will Be Doing:
The individual will be part of OSFI’s Private Pension Plans Division (PPPD) whose mandate is to protect pension plan members and other beneficiaries by developing guidance on risk management and mitigation, assessing whether private pension plans are meeting their funding requirements and managing risks effectively, and intervening promptly when corrective actions need to be taken.

The candidates’ accountabilities will include:
• Leading a team that is responsible for contributing to the safeguarding of pension benefits of federally regulated private pension plans;
• Providing a stimulating, challenging and motivating work environment by delegating work and assignments and providing expert guidance, appropriate oversight and support;
• Overseeing the quality, appropriateness, and timeliness of the supervisory work of a team of (Senior) Supervisors to ensure their roles and responsibilities are carried out in an effective and efficient manner and to maintain high professional standards;
• Providing input as required in developing appropriate strategies for high-risk plans, ensuring recommendations/interventions are appropriate, well communicated and timely;
• Evaluating problems, establishing new approaches/procedures, and guiding team members in addressing complex issues;
• Communicating/Coordinating with, and providing information to, senior management, OSFI executives, other federal departments, senior industry officials and other stakeholders;
• Providing subject matter expertise on pension plans, pension legislation, special assignments or projects; and
• Making decisions and recommendations that have an effect on plan members and other beneficiaries, employers, and plan administrators.

Intent of the process

The immediate need is to staff one English Essential position on an indeterminate basis in the Private Pension Plans Division.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions, which may vary according to the position being staffed.

ESSENTIAL EDUCATION:
• A degree* from a recognized post-secondary institution in business, commerce, economics, finance, accounting, law, actuarial science, mathematics, OR another speciality relevant to the duties the position.

Degree equivalency

ESSENTIAL EXPERIENCE:
• Extensive* experience in one, or a combination, of the following areas:

o identifying key risks of a pension plan and making recommendations for the mitigation of those risks, AND/OR
o conducting research and analysis to provide actuarial advice in either the pension or insurance industry, AND/OR
o examining, reviewing or auditing the processes, documentation or governance structures of enterprises sponsoring pension or insurance programs, AND/OR
o developing or interpreting risk management policies/procedures, prudential guidance or regulatory expectations related to registered pension plans**
• Experience in developing options, providing advice and making recommendations to senior management

* Extensive means the depth and breadth of experience that is normally acquired by performing the tasks continuously over a 3-year period.
** A registered pension plan is a plan that is registered under the Pension Benefits Standards Act, 1985, a similar law of a province, or a plan subject to the Public Pensions Reporting Act; it does not include a registered retirement savings plan (RRSP).
