INSTRUCTIONS TO FOLLOW
► A complete application must be submitted, consisting of a résumé and screening questions which clearly demonstrates how they meet the education and experience factors listed under the essential qualifications, as well as any of the asset qualifications that may apply.

The intent is to staff one (1) position on an indeterminate basis at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). A pool of partially or fully qualified candidates may also be established to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and Indigenous Services Canada (ISC) with various linguistic profiles as well as tenures (term or indeterminate), location across Canada and/or security clearance, which may vary according to the position being staffed.

EDUCATION:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
NOTE: The term “degree” refers to a baccalaureate or a higher level degree, as established by educational authorities.
EXPERIENCE:
• Significant* experience in conducting program evaluations and/or research projects employing the use of both quantitative and qualitative research techniques.
• Experience in the design and development of research methods and instruments and in analyzing various types of socio economic data.
• Experience working with and leading aspects of work undertaken by a team.
• One year (1) experience with supervising the work of students and/or guiding more junior team members.
• Experience in writing and reviewing research and/or evaluation reports.
* Significant experience is defined as the depth and breadth of experience normally associated with a minimum of full time performance of duties for approximately two (2) years within the last five (5) years.
KNOWLEDGE:
• Knowledge of the mandate of Crown- Indigenous Relations and Northern Affairs Canada and the major issues and trends facing the Department.
• Knowledge of the federal government’s Policy and Directive on Results.
• Knowledge of evaluation methodologies and approaches, and of statistical analysis methodologies.
ABILITIES:

EXPERIENCE:
• Experience in program evaluation as per the Treasury Board Policy on Results.
• Experience in contributing to performance measurement projects.
• Experience with Indigenous and/or Northern issues and research.
• Experience in interacting with a broad range of stakeholders, including Indigenous and/or Northern peoples.
• Experience in preparing and/or contributing to major reports.
• Experience using statistical analysis software such as SPSS, NVIVO or other similar analytical software packages.
OPERATIONAL REQUIREMENTS:
• Willingness and ability to work overtime on a short notice.
• Willingness and ability to travel within Canada, including to remote communities.

The position to staff is Bilingual imperative BBB/BBB.
The pool could be used to fill positions with various linguistic profiles such as: Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC, Bilingual Imperative CCC/CCC, English Essential, French Essential, English or French Essential.
*In exceptional circumstances, Bilingual non-imperative appointments (with various levels) may be approved.
