The Government of Canada is recruiting talented communications managers who are used to working under pressure and delivering high-quality communications advice and products for high-impact departmental projects, initiatives and crises.
We are looking for candidates in a number of areas including strategic communications, web, social media, media relations, public opinion research, outreach, creative services, internal communications and more.
An IS-06 Manager is the level just below the executive level (EX). IS-06s are generally very seasoned communicators who already have a lot of experience working on a multitude of important communications projects, initiatives and crises. Within a supportive team environment, you will, among other things:
• Plan and manage a team and oversee financial resources related to your area of responsibility;
• Advise senior leadership, including the Minister’s office regarding communications strategies on complex and sensitive communications issues;
• Lead the development and management of communications and/or marketing projects and events;
• Lead, manage and review the development of a variety of communications and/or marketing products in written, digital, audio-visual or multi-media formats.

As positions become available, hiring managers will select candidates that would best meet their needs for further assessment. ED1: A degree from a recognized post-secondary institution.
Notes:
Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor’s degree without specialization is called for in a position classified as IS.
At the manager’s discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.
EXPERIENCE
EX1: Significant experience* in the analysis and the management (development, execution and measurement) of internal and/or external communications issues and/or high-visibility communications projects, initiatives or crises.
EX2: Significant experience* in providing strategic communications advice on complex files** to senior management*** related to policies, initiatives, crises or other stakeholder related initiatives.
EX3: Experience in developing and presenting to senior management*** briefing material such as briefing notes, presentations, reports or any other substantive documentation to help decision making.
EX4: Experience in overseeing financial and/or human resources**** (supervising people).
*Significant experience is defined as the depth and breadth of experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over approximately three (3) years.
**Complex files include characteristics such as the following: multidimensional, sensitive, confidential, impacting several partners or stakeholders or that could yield potential for significant media or employee interest.
***Senior management is defined as Director or above.
**** Regarding experience in overseeing human resources: applicants must clearly demonstrate that they have supervised staff, assigned or oversaw workload and contributed to performance assessments.
