Duties

At PacifiCan, we support economic development through the following roles:

💼 Convenor – a trusted federal partner that understands local and regional circumstances and can make linkages within and outside of government to drive strategic investments and joint economic ventures.

💼 Pathfinder – connect entrepreneurs, economic development organizations and communities with federal programming and services to increase their participation in British Columbia's economy.

💼 Advisor – provide insights into regional economic issues to inform national policy and program decisions, and contribute to the development of regional engagement strategies and advice to the federal government.

💼 Investor – guide clients to access PacifiCan’s funding programs to capitalize on strategic regional investment opportunities or identify other sources of funding to support economic growth, job creation, improved economic competitiveness and other related objectives.

WHAT YOU WILL DO

The Program Enablement, Data Analytics and Coordination team harnesses data insights to improve internal business processes, gain efficiencies, foster collaboration and knowledge sharing, and achieve results. The team also develops tools and internal service objectives to provide a better client experience with faster decision-making, and clearer client communications.

As a Data Analyst on our team, you will:
► Work within an agile team to convert business requirements into useful tools, processes and dashboards
► Conduct data analysis to answer key business questions
► Help find opportunities to improve business processes and data capabilities
► Contribute to the development of the agency’s data strategy

PacifiCan offices are open environments with well-regulated air quality, ergonomic sit/stand workstations, and a combination of natural and fluorescent lighting. The physical demands of this position include spending a significant amount of time working on a computer, and reading documents. This role may also involve meeting with stakeholders virtually by video and telephone, and in-person as public health measures allow.

Intent of the process

We are looking for one Data Analyst to join our team at either the EC-03 or EC-04 group and level. A pool of qualified candidates will be created and may be used to staff future vacancies at either group and level with various tenures, work locations, language requirements and conditions of employment.

Education (This requirement applies to positions at both levels - EC-04 and EC-03):
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience required at the EC-04 level:
• Significant* experience conducting quantitative and qualitative data analysis.
• Significant* experience in data manipulation activities including extracting data, transforming data, modelling data and producing data graphs.
• Significant* experience building dashboards in Microsoft Power BI.
• Experience making inferences and deriving insights from data.
• Experience presenting complex information in a simplified way to senior management.

*Significant is defined as relevant professional experience normally acquired through the full-time performance of duties for at least two years.

Experience required at the EC-03 level:
• Experience conducting quantitative and qualitative data analysis.
• Experience in data manipulation activities including extracting data, transforming data, modelling data and producing data graphs.
• Experience building dashboards in Microsoft Power BI.
• Experience presenting complex information in a simplified way.

Asset Qualifications (these qualifications apply to both levels - EC-04 and EC-03):

Education:
• Graduation with a master’s degree from a recognized post-secondary institution with a specialization in a field relevant to the position being staffed.

Experience:
• Experience using Power Query and/ or Power Automate.
• Experience gathering requirements to identify business goals and Key Performance Indicators (KPIs).
• Experience developing reports and visualizations to inform decision making at the senior management level.
