Environment and Climate Change Canada’s real property portfolio includes over 7000 sites that support the department’s work, including research buildings and laboratories, environmental, hydrological, and weather monitoring stations, weather radars, National Wildlife Areas, as well as other special purpose installations. The responsibilities of the Senior Real Estate Transaction Officers include drafting and negotiating agreements, licenses, and leases, land acquisitions and disposals, and providing advice to clients and portfolio managers on real estate transactions and the interpretation of real estate legal instruments. Senior Real Estate Transaction Officers have autonomy on their files and interact routinely with a variety of Government of Canada partners, municipal, provincial, and territorial governments, as well as businesses and private citizens. Client service orientation and sound stewardship of public funds and assets to ensure the best value for all Canadians are at the heart of the Senior Real Estate Transaction Officer’s duties.
The intent of this selection process is to staff one (1) bilingual BBB/BBB position on an indeterminate basis and one (1) bilingual BBB/BBB position for a specified period. A pool of qualified or partially qualified candidates may be established to staff identical or similar positions within Environment and Climate Change Canada with various linguistic profiles or requirements (English/French Essential, BBB/BBB, CBC/CBC), various security level requirement (reliability or secret) as well as various tenures (indeterminate, specified period).

***IMPORTANT*** In addition to the screening questions relating to the essential and asset criteria in terms of education and experience, the ability to assess client needs and make recommendations, the ability to research information and the ability to show initiative and be action-oriented will also be assessed at the time of application. EDUCATION:
- Successful completion of two years of an acceptable post-secondary educational program with acceptable specialization in paralegal studies or in a law-related field OR an acceptable combination of education, training and/or experience in a field relevant to the position.
EXPERIENCE:
- Experience in negotiating and drafting legal instruments, including but not limited to purchases and sales, licenses, leases, contracts, or easements.
- Experience working in a client service environment and interacting directly with clients.
- Experience in project management.
ABILITIES:
- Ability to assess client needs and make recommendations.
- Ability to communicate effectively in writing
- Ability to research information.

ASSETS QUALIFICATIONS
EDUCATION (ASSET):
- A degree from a recognized post-secondary institution (Bachelor’s degree or higher) with an acceptable specialization in paralegal studies, in a law-related field or in the real estate field;
EXPERIENCE (ASSET):
- Experience negotiating real estate transactions and drafting legal real estate instruments.
- Experience working in a real property leasing or real property transaction environment in the federal government.
- Experience managing real estate or facilities-related projects or initiatives in the federal government.
- Experience working on complex projects with multiple stakeholders.
- Experiencing working with information management systems.
