Duties

The Fellow’s work includes research, writing short papers or briefs, and participating in the policy development process, including by networking with internal and external experts and contributing to policy working groups and other initiatives.

Work environment

The Foreign Policy Research and Foresight Division of Global Affairs Canada (GAC) is pleased to announce the selection process for the 2023-2024 Cadieux-Léger Fellowship.

The Cadieux-Léger Fellow is integrated within the Foreign Policy Research and Foresight Division at GAC as an analyst. The division conducts research and analysis on current foreign policy issues, as well as environmental scanning and foresight to identify emerging global trends and changes.

While at GAC, the Fellow is expected to advance the division’s research agenda, including understanding the evolving structure of international relations and its implications for Canada. Priority areas of focus include: global power rebalancing (exploring new power configurations); the impact of new actors (countries, alliances, non-state actors and organizations); the geopolitics of critical assets and resources; and, the geopolitical impact of climate change.

We welcome proposals related to these themes that have clear relevance to Canadian foreign policy priorities, notably international advocacy and diplomacy. The relevance and quality of the research proposal is an important factor in the selection process, as are interpersonal skills and capacity for teamwork.

The Foreign Policy Research and Foresight Division aims to create an efficient and collaborative work environment through knowledge-sharing, assumption testing, exchanging experience and facilitating innovative ideas, as well as soliciting and welcoming input in new ways from a variety of stakeholders. As such, the Fellow would be expected to build networks within GAC, the Government of Canada and with external experts. A particular emphasis will be placed on identifying and engaging new sets of stakeholders whose good ideas can be leveraged.

Due to the need to balance operational needs with public health requirements, candidates may be expected to work from home remotely at times, but should otherwise be capable of in-person attendance in a work setting in Ottawa.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
The candidate must be enrolled in a doctoral program as a full-time student in a recognized post-secondary institution with a specialization in Political Science or International Relations, or Economics or Law or a related program*. Furthermore, the candidate must have successfully attained candidacy status** at the time of application, including having completed all course work and examination requirements, in addition to an approved dissertation proposal.

*The candidate must be recognized as having full-time student status by the academic institution in which they are presently enrolled and maintain this status during the whole fellowship period.

**The candidacy of PhD students in their third or fourth year, or those whose thesis is well advanced but not yet finalized.

ORGANIZATIONAL NEEDS:
In support of achieving a diversified workforce, priority may be given to candidates self-declaring as belonging to one of the following employment equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities and women.

Conditions of employment

Secret security clearance - Shortlisted candidates will be required to obtain Secret clearance in order to finalize the selection procedure.

NOTE: Each student hired through the Research Affiliate Program (RAP) must meet the security requirements of the position as a condition of employment, and therefore will be asked by the hiring organization to complete security related documents.

The student should be willing to start on January 1, 2024 or as soon as letter of offer is prepared and signed. It is expected that the student work a maximum of 25 hours per week and should be willing to commit for a maximum period of six (6) months.

Information on employment equity

The candidate must:

• be available for a period of six months between January 2024 and June 2024;

• be enrolled in a doctoral program, working towards a PhD on a topic of relevance to Canada’s foreign policy priorities. Furthermore, the candidate must have successfully attained candidacy status at the time of application, including having completed all course work and examination requirements, in addition to an approved dissertation proposal;

• be recognized as having full-time student status by the academic institution in which they are presently enrolled and maintain this status during the whole fellowship period. Part-time students working on their thesis or recognized by the academic institution in which they are presently enrolled as having a disability will also be considered;

• conform to the eligibility criteria of the Research Affiliate Program. Shortlisted candidates will be required to obtain a Secret security clearance in order to finalize the selection procedure.

* While non-Canadians residing in and eligible to work in Canada may apply, preference is given to Canadian citizens. A Canadian citizen is a person who was born in Canada or who has obtained Canadian citizenship.

Successful completion of both a RAP work assignment and your educational program may lead to a temporary or permanent federal public service position for which you meet the merit criteria and conditions of employment.
