Intent of the process

The intent of this process is to immediately staff an indeterminate position, and establish a pool of qualified candidates that may be used to staff similar positions with various tenures within PSPC (indeterminate, term, acting, assignment, or secondment).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
- Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. For more information, visit the Canadian Information Centre for International Credentials at www.cicic.ca.

*The term "degree" refers to a baccalaureate as established by educational authorities

AND

Current Professional Designation in good standing as an accredited appraiser by either the Appraisal Institute of Canada (AACI) or the Ordre des evaluateurs agrees du Quebec (EA).

Degree equivalency

Experience:
E1: At least four (4) years of experience* in commercial, industrial or institutional real property valuation.
*Recent experience (taking place within the last five (5) years) will be preferred.

E2: Experience using Microsoft Word and Microsoft Excel.

Note: Experience will be evaluated against depth and breadth of activities, and the complexity and diversity of the activities. Top down consideration of experience may be used.

Information on language requirements

Knowledge:
- Knowledge of appraisal review/revision.
- Knowledge of real estate appraisal theory, practices and methodologies in real estate appraisal.
- Knowledge of financial calculation techniques used to perform real property valuations.

Competencies:
- Uphold integrity and respect.
- Achieve results.
- Client service competency, Level 1.

Abilities:
- Ability to communicate effectively orally.
- Ability to communicate effectively in writing.
- Analytical ability.

The following may be applied / assessed at a later date (may be needed for the job)

Asset Experience:
- Experience as a fee appraiser.
- Experience in estimating the market value/market rent of land including large development sites, rural acreage parcels and special purpose sites.
- Experience in working with computerized discounted cash flow methods or programs.
- Experience in testifying as an expert witness.
- Experience in preparing and presenting appraisal reports either to clients or management or for other intended users.
- Experience in budgeting, forecasting and analysis.

Asset Knowledge:
- Knowledge of real property mass appraisal techniques.
- Knowledge of international professional valuation standards and international appraisal experience.
