Duties

To execute on its goals of rebuilding trust with diverse communities across Canada and delivering modern, culturally appropriate policing services, the RCMP needs diverse, motivated and skilled individuals with the knowledge and experience necessary to support data analytics and data lifecycle management of operational and administrative data. Building capacity in these areas will enable continuous improvement of its policies and practices, as well as evidence-based decision making at the highest levels of the organisation.

As a Senior Data Analyst working with the RCMP’s Human Resource Management Information System, you will be conducting analysis/research using HR data to contribute to workforce planning and operations in a broad range of areas, including workforce demographics, employment equity, staffing, mobility, retirement/departure, and labour relations. Your work will directly impact how the RCMP recruits, trains and develops police officers operating in Canadian communities across Canada.

As a Senior Data Analyst working with the RCMP’s Operational Electronic Documents and Records Management Systems, you will work on a high priority initiative to implement the collection, analysis and disclosure of disaggregated data to help identify gaps in operational policy and training, and increase transparency and accountability with the public and the communities the RCMP polices. Your work will directly impact how the RCMP delivers services to diverse Canadian communities.

Intent of the process

A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with various linguistic profiles and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics OR an acceptable combination of education, training and/or experience.

Degree equivalency

Recent* and significant** experience in database development, data management or data analysis (i.e. cleaning, analysis, forecasting and visualization)

Recent* and significant** experience preparing analyses, research, and reports that support service or process improvements and evidence-based decision making by management

Recent* and significant** experience working with structured or unstructured data sets to test hypotheses, build models and guide evidence-informed decision-making.

Significant** experience liaising with internal and external clients and stakeholders

Experience conducting research and analysis on policy, strategic, or socio-economic issues

Recent* and significant** experience using a programming language and tools, such as Python, R, SAS, SPSS or SQL to work with data, statistical analysis and modelling

Recent* and significant** experience using advanced quantitative methods to conduct research or analysis, such as multivariate analysis including regression analysis, factor analysis or other related methods.

Experience using an anti-racism, diversity, Human Rights or GBA+ framework to analyze policy and develop recommendations for management.
