Duties

The Regional Security Senior Officers (RSO) and Regional Security Managers (RSM) are responsible for the provision of physical and operational security services and guidance related to the protection of People, Information and Assets assigned to GAC missions within a designated geographic area.

The RSO’s daily activities include:
→ Being the first point of contact regarding Readiness and security incidents at Canadian Missions abroad;
→ Conducting regular vulnerability assessments and reports at Canadian Missions abroad;
→ Providing advice, instructions, guidance and recommendations to partner divisions, Other Government Departments and Missions pertaining to departmental duty of care and Readiness and security obligations/policies/guidelines/standards to help Missions abroad improve their Readiness posture;
→ Developing and delivering pre-departure Readiness briefings to personnel going out on a posting, as well as to other training course participants.

The RSM’s daily activities include:
→ Lead on providing Missions with or assisting Missions with risk assessments (indicators & warnings), personal safety contingency plans, movement & travel protocols, and local security orders at Canadian Missions abroad;
→ Provide advice and recommendations pertaining to departmental duty of care and security policies/guidelines/standards to senior management at GAC, partner divisions, Other Government Departments and Missions;
→ Conducting regular vulnerability assessments and reports at Missions;
→ Deploying to missions to manage complex physical & operational security related matters;
→ Developing and delivering pre-departure Readiness briefings to senior management personnel heading out on a posting;
→ Participating in Emergency Management/Crises management Interdepartmental Taskforce meetings;
→ Manage RSO(s).

EDUCATION

For AS-04 & AS-06:
ED1: A secondary school diploma.

Degree equivalency

EXPERIENCE:

For AS-04 & AS-06:
• EX1: Experience working in the field of security in Canada or abroad;
• EX2: Experience in providing briefings, presentations and/or training sessions;

For AS-04 only:
• EX3: Experience in providing analysis, advice or recommendations on interpretation of security policies, standards and guidelines on security issues or incidents;

For AS-06 only:
• EX4: Recent* and significant** experience in assessing and evaluating vulnerabilities in buildings, sites or procedures;
• EX5: Significant** experience in synthesizing complex*** information or analyzing issues and providing advice and recommendations to management;
• EX6: Experience in supervision of employees.

* “Recent” is defined as experience acquired within the past 5 years.
** “Significant” refers to the depth and breadth of experience associated with the performance of a broad range of related activities, which were the candidate’s primary work responsibilities. It will be assessed on the basis of the scope, complexity and the diversity of the work performed.
*** Complex is defined as the depth and breadth of activities involving multiple sub issues or related issues, multiple stakeholders, critical timelines, a high degree of visibility and/or political sensitivity, or, having a major impact on the organization, the Government and/or the public.

ASSET QUALIFICATION:

For AS-04 & AS-06:
• AS1: Graduation with a degree from a recognized post-secondary institution;

Degree equivalency

• AS2: Experience in working overseas or in support of operations overseas.

KNOWLEDGE:

For AS-04 & AS-06:
• K1: Knowledge of security and information technology, trends, methods and equipment (including the selection of materials and hardware);
• K2: Knowledge of government security and personal safety policy as described in the Policy on Government Security, the Canada Labour Code and other Government policies and regulations;
• K3: Knowledge of the methods and techniques for preparing vulnerabilities and risk assessments.

ABILITIES:

For AS-04 & AS-06:
• CA1: Ability to communicate effectively orally;
• CA2: Ability to communicate effectively in writing;
• CA3: Ability to work well under pressure.

For AS-06 only:
• CA4: Ability to plan and organize work, and adapt to shifting priorities to meet deadlines.

OPERATIONAL REQUIREMENTS:

For AS-04 & AS-06:
• A willingness and ability to travel anywhere abroad on short notice for extended periods of time, including areas of active conflict (i.e. there must be no restriction on the ability to travel);
• Ability to work overtime when required (weekends, statutory holidays and nights).

Conditions of employment

- Ability to obtain a Top Secret security clearance*;
- Willingness to work overtime and to travel internationally;
- Having and maintaining the physical ability to conduct security inspections of all the missions within the employee's area of responsibility. This requires the use of various modes of air transport which includes regional and international air carries as well as land transport (For example entering and exiting armoured vehicles);
- Having and maintaining the physical ability to climb stairs and ladders and to enter into confined spaces.

*IMPORTANT NOTE
On appointment, the candidate must be able to obtain a Top Secret clearance without limitations in order to perform the duties of the position. No exceptions will be permitted.
