Duties

The current vacancy is in the Field Operations Business Unit; however a qualified list of candidates may be used to staff future vacancies in both Field Operations and Energy Adjudication Business Units.

Field Operations Business Unit:

Reporting to the Director of Construction Oversight, in Field Operations, the incumbent will be responsible for providing professional advice and recommendations pertaining to socio-economic matters. They will undertake socio-economic compliance verification work in accordance with relevant Acts, regulations, standards, programs, and project-specific authorizations. The incumbent will contribute to scoping and planning socio-economic compliance activities, and to continual improvement of socio-economic compliance processes. They will assist in responding to concerns and impacts raised by third parties, affected Indigenous Peoples and landowners, stemming from compliance matters, inclusive of potential compliance and enforcement action; may include coordination of verification issues. They may also undertake or support application assessment, involving assessment of socio-economic impacts of proposed projects.

Energy Adjudication Business Unit:

Reporting to a Facilities Director in Energy Adjudication, the incumbent will be responsible for providing professional advice and recommendations pertaining to socio-economic matters. The socio-economic analyst reviews proposed energy industry exploration, development, production, transportation and abandonment projects submitted under both the Canada Energy Regulator Act and Canadian Oil and Gas Operations Act and assesses the effects of those projects upon the social environment. He/she will assist in the design and implementation of follow-up programs, consider implications of the cumulative effects of the project upon the social environment, and ensure that consultation with those affected is considered during the assessment process. In performing his/her work, the socio-economic specialist will participate as part of a multi-disciplinary team. Engagement activities may include planning for and assisting participants in public hearings.

Education:

Graduation from a recognized university with a degree in Indigenous studies, political science, law & society, sociology, industrial relations, economics, public policy, rural/urban/regional planning or any other specialization related to the duties of the position.

Degree equivalency

Experience:

E1 Significant*** experience in the assessment or oversight of socio-economic** impacts of a work/project (for example, the construction of new infrastructure).

E2 Significant*** experience in research and analysis of information from a wide range of sources and providing strategic advice or recommendations.

**Note: For the purposes of these positions, the term ‘socio-economic’ includes matters related to human occupancy and resource use, heritage resources, Indigenous traditional land and resource use, lands/property and land rights, social and cultural well-being, human health, infrastructure and services, navigation and navigation safety, employment and economy, and the rights of Indigenous Peoples.

Asset Qualifications:

AQ1 Experience undertaking regulatory compliance verification of complex issues (e.g. inspections, audits, compliance checks to regulatory requirements). Complex issues may involve multiple factors or considerations; partners or stakeholder perspectives; critical timelines; or having a major impact on a Government Department, Agency, organization or the public.

AQ2 Experience in working with Indigenous Peoples, landowners, land users, municipalities or other government departments, non-government organizations etc.

AQ3 Experience in the pipeline industry

AQ4 Experience working in a regulatory capacity with or for a government regulator, where the job duties include applying regulatory requirements

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 10 position is similar to a EC-06 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2022 NEB 10, $100,175 to $121,883 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:

• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions, including these positions; the allowance is paid in two semi-annualized payments
