Here is what you can expect of an articling position with the legal services unit of the Secretariat to the Canada Industrial Relations Board or of the Secretariat to the Social Security Tribunal of Canada.
The legal Services units are small, dynamic and collegial. Their primary mandate is to assist members in their decision-making role. They also assist officers of the Board or Tribunal in finding strategies and solutions to address issues that come up in the treatment of files. As such, the team is called upon to examine a variety of questions related to labour relations, employment law, administrative law and constitutional law if you work with the Canada Industrial Relations Board, and primarily in administrative law and eligibility for benefits under the Canada Pension Plan, the Old Age Security Act and the Employment Insurance Act if you work with the Social Security Tribunal.
Under the supervision the articling principal, the articling student supports the mandate of the legal services unit. This includes conducting legal research and providing sound legal advice and analysis on matters before the members as well as drafting a variety of documents such as legal memoranda, case summaries and general correspondence. The student will also be called upon to assist the legal services unit in reviewing members’ decisions. When possible, the student will be encouraged to attend hearings and other proceedings

Canada Industrial Relations Board:
The Board is an independent, representational, quasi-judicial tribunal responsible for the interpretation and administration of Part I (Industrial Relations) of the Canada Labour Code, certain provisions of Part II (Occupational Health and Safety), of Part III (Labour Standards) and of Part IV (Administrative Monetary Penalties) of the Canada Labour Code. The Board is also responsible for the interpretation and administration of Part II (Professional Relations) of the Status of the Artist Act and appeals under the Wage Earner Protection Program Act.
Social Security Tribunal of Canada:
The Social Security Tribunal is a quasi-judicial administrative tribunal that adjudicates social security appeals. We hear appeals that involve:
-Employment Insurance benefits;
-Canada Pension Plan (CPP) disability benefits and other CPP benefits;
-Old Age Security and Guaranteed Income Supplement benefits.
We have 2 levels of adjudication: the General Division (1st level of appeal) and the Appeal Division (2nd level of appeal). The members of the Tribunal are the people who judge the appeals. They are supported by the Legal Services team.
This process is to staff two (2) temporary positions.
A partially assessed pool will be created and may be used to staff similar positions at an identical or equivalent group and level with various linguistic requirements (English or French Essential or Bilingual Imperative: BBB/BBB), tenures, locations or security level within the Administrative Tribunals Support Service of Canada (ATSSC). Federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to appoint a candidate to a similar position within their organization.

Education and Certification:
Candidates must hold a bachelor of law degree (i.e. Bachelor of Law (LL.B), Juris Doctor (J.D.), Licentiate in Law (LL.L), or equivalent) at the time of appointment.
At the time of appointment, candidates must also be eligible for articles pursuant to the rules of the relevant law society (i.e. the province in which you are applying to become a licensed lawyer).
Note: If you obtained your law degree from outside of Canada, you must apply to the National Committee on Accreditation (NCA) or the Barreau du Québec’s Equivalences Committee to have your legal education credentials evaluated. It is your responsibility to ensure that you received a Certification of Qualification issued by the NCA or an attestation delivered by the Barreau prior to the appointment date.
Experience working or volunteering in a legal environment.

Operational Requirements:
Candidates must be flexible regarding hours of work, lunch, breaks and rest periods.

Reliability Status security clearance - At the time of appointment, candidates must meet this condition of employment and maintain this condition throughout their employment.
The offer of employment will be conditional upon providing proof of receipt of a Bachelor of Law Degree (LL.B or LL.L.) or Juris Doctor (J.D.) or Certification of Qualification issued by the National Committee on Accreditation or an attestation delivered by the Barreau du Québec’s Equivalences Committee prior to the appointment date.
