Public Services and Procurement Canada (PSPC) helps the Government of Canada serve Canadians. A pool of essentially qualified candidates may be established through this process to staff identical or similar positions within the Department. These positions may be staffed on an indeterminate or temporary basis (term, casual).
Positions to be filled: Number to be determined
Your résumé.
A secondary school diploma or an employer approved alternative such as a combination of education, training and/or experience.
Experience in the development of procurement strategies and plans.
Experience in the preparation and finalization of procurement documents such as Statements of Work (SOW), Basis of Payment, Evaluation Criteria, Instructions to bidders.
Experience issuing solicitation documents and awarding contracts.
Experience conducting bid evaluations and negotiating with suppliers.
Experience managing contracts.
(Note all experiences above will require having performed a broad range of related activities, which would normally be acquired over a period of at least 36 months (in total) within the last six years. It will be assessed on the basis of the scope, the amount, complexity, diversity of the work performed, level of autonomy demonstrated, and the impact of decisions)

Client Service Competency - Level 1*
Ability to communicate effectively in writing.
Ability to communicate effectively orally.
Graduation with a degree from a recognized post-secondary institution.
Successful completion of two years of a post-secondary program with a specialization related to acquisitions/procurement.
Relevant Professional Certification (such as but not limited to: Professional Designation for the Procurement and Material Management Community offered by the Treasury Board Secretariat, Certified Federal Specialist in Procurement (CFSP) Certified Professional Purchaser (CPP), Procurement Management Association of Canada (PMAC), Supply Chain Management Professional (SCMP) designation or completion of the required training for federal procurement functional specialists).
Asset Qualifications:
Experience in public procurement.
Experience in incorporating social procurement principles into your procurement planning and solicitation process, such as:
• Indigenous or Community benefits,
• Social procurement initiatives including support for bidder diversity and barrier reduction,
• Procurements tailored to particular communities of suppliers or that support other socio-economic objectives.
Experience in procurement or project management in at least one or more of, but not limited to, the following fields
•Commercial goods or services
•Construction services
• Architectural and engineering services
• Environmental remediation
Experience in procurement or project management in at least one or more of, but not limited to, the following fields:
• Ship construction or conversion
• Ship refits
• Ship repair and ship overhaul

Organizational Need:
