Duties

Reporting to the Director of Research and Innovation, this position is engaged in the development, implementation, and advancement of the CER’s Safety Culture strategy. The incumbent may participate in and/or may lead technical oversight work related to Human and Organizational factors (HOF) and/or Safety Culture. The position will also provide analytical support and advice to the Commission, management, and staff for the implementation of the organization’s Safety Culture strategy.

The position may manage projects related to the area of specialization and be involved in the development of systems, tools, and training related to implementation of the Safety Culture strategy across the CER. The incumbent will participate in national and international technical/scientific meetings as they relate to Safety Culture and HOF. This position will also liaise with industry members to influence the advancement of Safety Culture and HOF understanding and implementation.

This is a full working level position, and the incumbent is expected to provide ongoing coaching, mentoring and guidance to less experienced staff.

Education: Master’s degree from a recognized university with a specialization in a related discipline such as psychology (Industrial, Organizational, Cognitive or Social), human and organizational performance, or human factors; or any other related field.

Experience:

E1. Significant knowledge and experience with industrial psychology, or organizational psychology, or human and organizational performance, or human factors and how the fundamental principles, theories, and practices of these domains are applied in assessing programs and practices within a high reliability industry.

E2. Significant experience in a high reliability industry in research, program design and implementation, operations and/or safety.

Note: For the purposes of this process, significant means several years of substantively more progressive and complex responsibilities.

Asset Qualifications

AQ1: A doctoral degree from a recognized university with a specialization in a related discipline such as psychology (Industrial, Organizational, Cognitive or Social), human and organizational performance, human factors, etc.

AQ2: Knowledge and experience with respect to design, development, implementation, and assessment of management systems.

AQ3: Knowledge of one of the following areas: pipeline construction and/or operations, oil and gas exploration/production (offshore or onshore), seismic, drilling or gas processing facilities.

AQ4: A safety management or other professional designation (e.g., Canadian Registered Safety Professional, or similar).

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 11 position is similar to EN-ENG-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB (11), $109,692 to $133,457 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
