Duties

The Canadian Forest Service (CFS) at Natural Resources Canada is looking for an experienced and adaptable individual to contribute to the growing portfolio of work related to wildland fire management. The Senior Advisor will:
• Manage and coordinate project activities to establish an international Centre of Excellence for Wildland Fire Innovation and Resilience.
• Provide leadership to advance CFS commitments relating to Indigenous wildland fire stewardship.
• Deliver advice and support to ensure informed and timely decision-making and development of strategic initiatives.
• Collaborate with partners and rights holders on development of strategic policies and materials.

Intent of the process

The intent of this process is to staff one (1) indeterminate position.

A pool of (fully or partially qualified) candidates may be established through this process to staff with identical or similar positions within Natural Resources Canada with various tenures (Acting, Assignment, Deployment, Indeterminate, Secondment, Specified Period), various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various conditions of employment and for various locations.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Part A Notes:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
2. An indeterminate incumbent of a former ES position on June 30, 1967, who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Degree equivalency

Experience:
- Experience leading the development and implementation of policies, procedures, programs, strategies or regulations.
- Experience developing policy advice for senior management** on complex issues*.
- Experience leading the development of written products such as briefings, reports, slide presentations, strategic plans or other similar documents for a variety of audiences.
- Experience establishing and maintaining collaborative relationships with governments, Indigenous organizations and stakeholders.
- Experience leading projects or functional teams on strategic initiatives***.

* Complex issues are issues with at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting, having a major impact on the organization or having a potential for significant media coverage.
**Senior Management is defined as Senior Executives level or equivalent and above.
***Strategic initiatives have a duration of at least 1 year and relate to high level organizational priorities.
