Duties

PE-01 - SPS-PN-01
The conduct of research and analysis in support of human resources management activities under the guidance of an experienced human resources management practitioner to acquire human resources management knowledge and skills, and an awareness of the functions and interrelationships of human resources management disciplines.

Intent of the process

A pool of candidates may be established and may be used to staff PE-01/SPS-PN-01 positions within the RCMP on an indeterminate or specified period basis, with various linguistic profiles and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

Ex1. Experience providing services in a human resources environment.
*may include experience that has been acquired through a cooperative education program, internship placement and/or work/volunteer experience specific to Human Resources.

OPERATIONAL CERTIFICATION:

A Certificate or Diploma in Human Resources Management from an accredited educational institution such as the Nova Scotia Community College (NSCC) or granted by a federal, provincial or territorial certifying or licensing body in Canada such as the Chartered Professionals in Human Resources (CPHR) etc.

ASSET QUALIFICATIONS:

EXPERIENCE:

AEX1. Experience providing advice or support in staffing. This may include topics such as recruitment, developing assessment tools, conducting assessments and/or human resource planning.

AEX2. Experience providing advice or support regarding labour relations matters. This may include topics such as the interpretation and application of Collective Agreements, grievances, duty to accommodate, disability management, performance management, etc.

AEX3. Experience in working with HR Information Management Systems (such as MyGCHR, Peoplesoft, or others), in the processing of Human Resources staffing requests.

AEX4. Experience in interpreting and applying legislation and policies

Conditions of employment

Reliability Status security clearance - The successful applicant will have to obtain, as a minimum, an Enhanced Reliability Status security clearance. The process requires a Security/Reliability Interview, a field investigation in matters of Criminal Activities, credit/finances, education, employment, references, etc.

NOTE: Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete. To be granted RCMP security clearance and to maintain the ethical standards of the RCMP, candidates must not be, or have been, involved in certain criminal activities*, have been dishonourably discharged, have pending personal bankruptcies, etc. For additional information and a complete list of activities, please visit and read the section titled “To apply as a police officer, you” (https://www.rcmp-grc.gc.ca/en/good-character) as well as the applicable considerations under “Evaluating your past actions”.
