Respond to Screening Questions.
Candidates are not required to submit a cover letter. Instead, candidates will be asked to answer screening questions for each essential and asset criteria (education and experience) through the electronic application. Candidates will have to provide concrete examples for each screening question demonstrating how they have acquired the education and experience criteria in one or two paragraphs. Please note that it is not sufficient to only state that the qualification is met or to provide a listing of current or past responsibilities.
You must clearly demonstrate in your application how you meet the Education requirements listed in the Essential Qualifications section below. Please indicate:

Asset Qualifications:
You must indicate "NO" if you do not have experience in performing a task listed in the section entitled "Asset Qualifications". Responding “NO” to one or more of these non-essential experience questions will not result in the rejection of your application. If you answer “YES” to a non-essential experience question, you should provide information in the format mentioned above to ensure that the assessors are in a position to assess the depth, complexity, and scope of your experience. As a member of the Information Systems Services Division (ISSD), you will collaborate with a small team of developers in support of services provided to federally appointed judges.
You will have the opportunity to work on the development of new web applications using different environments and frameworks including Visual Studio 2022 and ASP.NET Core, Azure and Azure DevOps and Microsoft SQL Server. You will also help to maintain existing .NET WebForms applications and related databases and reports.
You’ll help to gather, analyze and document business requirements prior to the implementation of technical solutions, and you will be provided with opportunities for training in order to improve your skillset.
The Office of the Commissioner for Federal Judicial Affairs (FJA) was established in 1978 in order to create an independent entity tasked with providing services to approximately 1200 active and 850 retired federally appointed judges and their survivors.
FJA is part of the Core Public Administration and is not serviced by the Pay Centre. We have our own compensation team. FJA has approximately 70 employees. Our offices are located at 99 Metcalfe Street, in the heart of downtown Ottawa. The area is served by all major bus routes and a light rail station, and employees have access in the building to amenities such as kitchens, showers, change rooms, secure bicycle storage and underground parking. At the corner of our building, we have a Second Cup, a Starbucks and a Tim Hortons.
Since April 1, 2023, all employees are expected to balance working remotely with being on site up to a maximum of 3 days per week (2 days per week in the office).
ISSD employees meet two days per week in our offices in order to facilitate collaboration, and work the remaining three days remotely.
CURRENT NEEDS: The immediate intent of this selection process is to staff one (1) permanent position in Ottawa, Ontario.
FUTURE NEEDS: A fully or partially assessed pool may be created and may be used to staff identical or similar positions at the same - or equivalent - group and level, with various linguistic requirements, tenures and security clearance within the Office of the Commissioner for Federal Judicial Affairs Canada.

EDUCATION:
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
EXPERIENCE:
EX1: Experience in the design, development, testing, and maintenance of web-based application systems.
EX2: Experience in relational database development and maintenance, such as creating and modifying tables, views and Transact-SQL stored procedures and functions.
EX3: Experience in gathering and analyzing business requirements and translating them into functional IM/IT solutions.
ASSETS QUALIFICATIONS:
EXPERIENCE:
AE1: Experience developing and maintaining web applications using the .NET Framework (C#, ASP.NET/ASP.NET Core, MVC).
AE2: Experience in Microsoft SQL Server database infrastructure management such as Windows server management, maintenance plans and account and permissions management.
AE3: Experience designing and building reports using Crystal Reports or SQL Server Reporting Services (SSRS).
AE4: Experience in the configuration and administration of Windows Server (2019 and up) and Internet Information Services (IIS).
AE5: Experience working with Azure DevOps and version control systems such as Git and Team Foundation Server (TFS).
AE6: Experience deploying and maintaining web applications in an Azure environment.
AE7: Experience working with container-related technologies such as Docker or Kubernetes.
AE8: Experience in the configuration and administration of GCDOCS (Content Server).
AE9: Experience in the configuration and administration of CCM Enterprise.

Please note that achieving a pass mark on any of the assessment used does not mean you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any evaluation used throughout the process.
