Stream 1: Senior Advisor, Program Development (ChEMTD)
Stream 2: Senior Advisor, Program Delivery (RPB)

Duties

Stream 1 (Senior Advisor, Program Development):

• Manage and lead departmental planning, training and exercises for chemical emergency management;
• Participate, coordinate and/or lead multidisciplinary project teams, working groups and committees;
• Foster collaborative partnerships with other government departments, agencies and external partners related to emergency management;
• Prepare briefing notes, issues papers and reports for senior management.

Stream 2 (Senior Advisor, Program Delivery):

• Manage the Radon Outreach Contribution Program (ROCP), and all associated processes and requirements to ensure the program is effectively administered and delivered annually.
• Provide guidance and recommendations to management on the contribution program and contribute to the development of relevant policies and strategic direction
• Lead and engage with contribution program recipients, regional staff and stakeholders to manage the ROCP and ensure program reporting and procedures are completed.

Intent of the process

The intent is to staff the position in Ottawa. Other regions where Health Canada has an office may be considered by exception: Edmonton (Alberta), Vancouver (British Columbia), Winnipeg (Manitoba), Halifax (Nova Scotia), Ottawa (Ontario), Toronto (Ontario), Montréal (Québec), Regina (Saskatchewan).

Although the immediate intent of this Job Opportunity Advertisement is to staff an indeterminate PM-05, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at this group and level. In addition, this process may be used for various tenures (acting appointments, assignment, deployment, indeterminate, specified period and secondment), security requirements and conditions of employment within Health Canada. Degree equivalency

Experience
Stream 1 – Senior Advisor, Program Development:

Experience in Emergency Management
Experience developing and delivering training for diverse audiences
Experience in designing or conducting emergency response exercises

Stream 2 – Senior Advisor, Program Delivery:

*Recent experience in administering and managing the delivery of a Government of Canada contribution program.
Experience working with the Grants and Contribution Information Management System (GCIMS)

Both Streams :

Experience in the analysis of information and the provision of advice to senior management**

*Recent experience is defined as experience obtained within the past five (5) years.
**Senior management is defined as Director level and above.

Education

Degree from a recognized post-secondary institution with acceptable specialization in management, emergency management, public health, health science or applied science.

Experience

Stream 1 – Senior Advisor, Program Development:
Experience in emergency management related to chemical substances
Experience delivering emergency management training
Experience conducting emergency management exercises
Experience being on call 24/7 as a duty officer
Experience as an emergency management advisor on a departmental, interdepartmental or pan-Canadian committee or working group
Experience using the Canadian Network for Public Health Intelligence


Stream 2 – Senior Advisor, Program Delivery:
Experience in the delivery of a national transfer program in collaboration with Health Canada Regional Offices
Experience working in collaboration with partners in various Provinces/Territories or Pan-Canadian organizations.
