Duties

The Intelligence Manager will have the exciting opportunity to provide leadership and guidance shaping the Competition Bureau’s (“Bureau”) growing centralized intelligence function. Located within the Digital Enforcement and Intelligence Branch (“DEIB”), the Intelligence Manager will be responsible for managing a team of intelligence analysts within a centralized intelligence unit and will play a key role in leading the Bureau’s transition to proactive, intelligence-led enforcement and ensuring that the Bureau is at the cutting edge of competition enforcement in the digital age.

As the Intelligence Manager, you will have the opportunity to:

• Continue building this developing unit and enhancing its capacity;
• Collaborate with clients within the organization to continue providing existing services as well as developing new service offerings to best meet their needs;
• Oversee the development of strategic, operational, and advanced tactical intelligence products;
• Lead the implementation of an intelligence-led enforcement model in support of civil and criminal investigations across the organization;
• Develop and enhance relationships with the Bureau’s intelligence and enforcement counterparts, both domestically and internationally; and
• Manage a team of intelligence analysts (currently six and anticipated to grow to nine).

The Competition Bureau has offices located in:
• Gatineau, Quebec (at 50 Victoria St.);
• Montreal, Quebec (at 1155 Metcalfe St.);
• Toronto, Ontario (at 151 Yonge St.); and
• Vancouver, British Columbia (at 300 Georgia St. W).

This job has been identified as ‘hybrid’. Generally, employees in a hybrid job can anticipate working from their designated ISED location from two to three days per week.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
- Significant* experience working in the field of intelligence within a law-enforcement or regulatory environment.
- Significant* experience in working collaboratively within an organisation, with other groups within the federal government, and/or with external stakeholders, in order to achieve organisational objectives and build collaborative relationships.
- Experience leading intelligence projects (for example, leading other team members, identifying project outcomes, developing a project plan, planning and coordinating activities, monitoring progress against established timelines, evaluating results).

* Significant is defined as the depth and breadth of experience normally acquired with having performed a broad range of various, complex related activities acquired over a period of at least four (4) years.

- Experience in conducting investigations or intelligence analysis related to an economic mandate.
- Experience in developing intelligence products that support proactive enforcement.

- Knowledge of intelligence analysis principles and analytical techniques, including the Intelligence Cycle and how intelligence is used to support law enforcement objectives.
- Knowledge of open and closed source intelligence gathering techniques and application.

- Leadership – Motivates and engages members of a group, on a formal or informal basis (e.g. project, committee); provides guidance, support, and direction; builds on diverse ideas and perspectives, and creates consensus in promoting the organization’s vision; while being responsible and accountable for the group’s achievement of organizational goals and objectives.

- Effective Interactive Communication – Expresses and transmits information orally with consistency and clarity, using active listening techniques in order to effectively understand provided feedback, summarizing information according to the audience in order to promote engagement and increase understanding. Able to communicate effectively, both orally and in writing, with a range of internal and external stakeholders.
