Duties

We are looking for people who think independently, have great attention to detail and enjoy working in a team environment to support the priorities of the department. You will be challenged to build relationships with clients and work collaboratively with project officers to manage a portfolio of projects by assessing claims for payments, reconciling annual cash flow requirements and ensuring compliance with legal agreements.

In this role, you will review details of project costs, invoices and proof of payment to ensure that project costs are accurate and eligible per the legal agreement and program terms and conditions. As a steward of public funds, you will use professional judgement and contract management to determine how to best serve clients and the department. This role is ideal for people with keen observation skills, strong Excel skills, and the ability to detect patterns in data and to document their work in PDF.

Intent of the process

The intent is to staff one indeterminate position. A pool of qualified candidates may be established and may be used to staff similar positions at this group and level. Education:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in accounting, economics, business administration, commerce, finance or other specialty relevant to the position.

Degree equivalency

Experience:
• Significant* experience verifying financial records and evaluating compliance with contract terms and conditions.
• Significant* experience reviewing financial records (such as forecasts, budgets and financial statements).
• Significant* experience managing project agreements and monitoring progress throughout the lifecycle of a project.
• Significant* experience developing and sustaining collaborative working relationships with internal and external stakeholders.
• Significant* experience providing strategic advice and recommendations on complex issues** to senior management.

*Significant is defined as relevant experience normally acquired through the full time performance of duties for at least five years.

**Complex issues are defined as issues with the following characteristics: multidimensional; sensitive; confidential; affecting partners/stakeholders; precedent setting and/or having an impact on the public service/private sector.

Asset Qualifications:

Education:
• Graduation with a Masters degree from a recognized post secondary institution with a specialization in Commerce, Finance, Business or Public Administration, Economics or other relevant specialty.
• A recognized professional accounting designation.

Degree equivalency

Experience:
• Experience engaging diverse stakeholder groups.
• Experience in delivering or developing initiatives through Grants and Contributions programs.
• Experience processing financial claims under a Contribution Agreement model.
• Depth, breadth and scope of experience in any one or combination of the experience requirements.
