POSITION LOCATION / WORK ARRANGEMENT:
This position is located in Ottawa (Ontario). However, the successful candidate may report to either the Ottawa (Ontario), Toronto (Ontario), Montreal (Quebec), or Vancouver (British Columbia) offices for in-office work.
Due to the nature of the work and operational requirements, this position requires physical presence (in-office work) from one of the following OSFI offices across Canada: Ottawa, Toronto, Montreal, or Vancouver. The option of teleworking is available on a part-time basis in accordance with OSFI’s Guidelines on Telework. Teleworking arrangements are determined on a case-by-case basis depending on the nature of the work required by the position, the operational and business needs, as well as the candidate’s work preferences.

Leading a multi-disciplinary team of Architects focused on achieving the OSFI’s mandate and strategies. The Enterprise Architect proactively helps the IM/IT leadership and program delivery teams through transformation initiatives, supporting the formulation and execution of business and IM/IT strategy, outcomes, and capabilities. The Enterprise Architect’s scope of activities includes the development of an enterprise architecture for the organization as a whole.
In addition, the Enterprise Architect must:
• Coach and mentor members of the architecture team, application services product owners/managers and business stakeholders;
• Evangelize and instil architectural thinking across OSFI;
• Communicate the value of enterprise architecture and its portfolio of services;
• Support the different delivery models at OSFI, including projects and programs, and could adapt to changing operating models.
• Develop future architectures in addition to maintaining current state architectures and developing transition plans to move from one to the other;
• Build and manage an enterprise architecture practice to effectively support OSFI’s business and IT strategies;
• Lead the evolution of the EA team’s services and operating model;
• Facilitate alignment between business leaders and IT and be able to build and maintain those relationships;
• Develop and apply minimal viable architectures, which can include standards, reference architectures, patterns, principles, and guardrails, through the EA governance model, which are informed by business and IM/IT strategies along with corporate governance;
• Proactively identify and interpret market trends and technological disruptions relevant to both OSFI and Federally Regulated Financial Institutions (FRFIs);
• Foster innovation by experimenting with emerging technologies and non-technology trends (trendspotting) that affect IM/IT and the business;
• Manage the application lifecycle and portfolio to present gap analyses and/or IM/IT investment roadmaps to contribute to future-state business capabilities and digital platforms;
• Collaborate with key stakeholders, and in particular infrastructure and security teams, to ensure alignment with OSFI’s enterprise architecture; and
• Identify the need for changes to OSFI’s enterprise architecture.

ESSENTIAL EDUCATION:
- A degree* from a post-secondary institution with specialization in business, computer science, computer engineering, electrical engineering, systems analysis or other relevant field of study OR an acceptable combination of relevant professional industry experience and education.

ESSENTIAL EXPERIENCE:
- Experience in providing practical architectural guidance and advice to organizations in the attainment of business and IM/IT strategies.
- Experience in strategic and operations planning and/or business analysis or experience as an enterprise architecture consultant.
- Experience in at least three disciplines, such as business, information, solution or technical architecture, application development, middleware, information analysis, database management or operations in a multitier environment.
- Experience in the development of architecture strategies to support business and IM/IT strategies.
- Experience in development of Enterprise Architecture leadership or agile Enterprise Architecture governance, or processes.
- Experience with developing and implementing architecture governance structures and processes.
- Experience with enterprise architecture tools, related graphical models, and frameworks.
- Experience with IT budgeting and financial management.
ASSET EDUCATION:
- An MBA or other relevant graduate degree from a post-secondary institution
- TOGAF 9.2 or higher certification.
