Work environment

Fisheries and Oceans Canada (DFO) leads the management of Canada’s fisheries and the safeguarding of Canadian waters.

The Canadian Coast Guard (CCG), a Special Operating Agency within DFO, is responsible for services and programs that contribute to the safety, security, and accessibility of Canada’s waterways.

CCG Information Technology (IT), a division of Integrated Technical Services (ITS), is comprised of the IT Application Development and the IT Enterprise Solutions sub-divisions. These divisions support applications of a national focus that are directly related to the priorities and programs of the Canadian Coast Guard. Our clients span ITS, CCG Safety and Security, Seagoing Personnel, Vessel Planning branches to Search and Rescue, Icebreaking and many more.

The IT Application Development sub-division is responsible for the custom development, maintenance and support of specific CCG systems that have been implemented and are currently in use on land and on vessels. The Enterprise Solutions sub-division is responsible for the configuration, maintenance and support of enterprise-scale commercial-off-the-shelf products (COTS).

CCG IT is comprised of the following teams:
• Marine Services and Activity (Aids to Navigation, Icebreaking, Fleet Activity)
• Asset Management Systems (IBM Maximo);
• Human Resources and Finance;
• Domain Awareness and Education (GIS, Student Information System and Personnel Training);
• Business Intelligence and Data Management (Cognos, Azure Data Factory, etc), and;
• SAR, ER and Infrastructure (Search and Rescue, Environmental Response and Network Administration).

Intent of the process

The intent of this process is to staff multiple indeterminate positions for the type of position mentioned above, which are located in Ottawa (Ontario). However, based on right fit, the work location could be one of the regional offices of Fisheries and Oceans Canada and the Canadian Coast Guard located either at Prince Rupert (British Columbia), Victoria (British Columbia), St. John's (Newfoundland and Labrador), Halifax (Nova Scotia), Sydney (Nova Scotia), Sarnia (Ontario), Montréal Island (Québec) or Québec (Québec). Thus, candidates who are interested in working in any of these locations are welcome to apply.

A pool of qualified candidates may be established and used to fill similar positions with various tenures, various locations, various security profiles and various linguistic requirements within Fisheries and Oceans Canada and the Canadian Coast Guard.

➤ EDUCATION :

➝ Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

① Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

② Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

③ At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

➤ EXPERIENCE:

① Experience in leading, assigning, or coordinating the work of Information Management/Information Technology (IM/IT) staff, students, consultants, or project team members.
② Significant* experience in delivering IM/IT products and services using defined methodologies and best practices.
③ Significant* experience in working with multi-disciplinary teams to develop IM/IT solutions to meet business needs.
④ Significant* experience in gathering and analyzing business and technical requirements and providing technical advice to various stakeholders in the delivery of IM/IT applications.
⑤ Experience providing advice and recommendations to clients and management (manager level and above) on complex** IT issues, solutions or requirements.

DEFINITIONS:

* Significant is defined as the experience that would normally be obtained in three (3) years by performing the full range of activities noted, within the last six (6) years.
**Complex is defined as situations where
• information is vague or incomplete coming from one of many sources; or
• where various levels of consultation and validation are required.

➤ EDUCATION :
➝ Certified Project Management Professional (PMP) by the Project Management Institute (PMI) or similar accredited institution.

Degree equivalency

➤ ASSET EXPERIENCE:
AE1: Experience administering, supporting, or maintaining at least one of the following technology platforms:
• Microsoft Azure Cloud platforms such as but not limited to Azure Data Lake Storage, Azure Data Factory and/or Azure Databricks
• Statistical analysis software such as but not limited SAS, IBM SPSS, IBM Cognos Analytics
• Geomatics/GIS COTS platforms
• Self-service data visualization software such as but not limited to Tableau, Microsoft PowerBI
• IBM Maximo Asset Management System
• Web content and Web applications (e.g. .NET, Java), Web Services/APIs (ex. REST)
• C or C++ programming environments

AE2: Experience in providing IT applications support for programs and services in an operational environment (e.g. military, coast guard, enforcement, etc.)

AE3. Experience in Agile methodology.

AE4. Experience developing and implementing cloud based solutions, e.g. AWS, Azure, etc.

AE5. Experience with source code management tools such as: SVN, Bitbucket, Git and Azure Development Operations, as well as best practices for versioning and configuration management.

AE6. Experience working with container related technologies, such as Docker or Solaris Zones
