WHO WE ARE
The Office of the Commissioner of Canada Elections (OCCE) plays an important role in safeguarding Canadians’ trust in the democratic process. The Commissioner of Canada Elections (the Commissioner) is the independent officer responsible for ensuring that the Canada Elections Act and the Referendum Act are complied with and enforced.
Our enforcement work is vital in helping the OCCE achieve its mandate, as each investigation guides the Commissioner in her decision to take compliance and enforcement actions. Investigators are part of a small enforcement team, working alongside knowledgeable and reliable colleagues. Investigators play an important role in enforcing the law by conducting thorough, fair and diligent criminal or administrative investigations on a variety of files. They frequently interact with complainants, witnesses, persons of interest, enforcement partners and stakeholders, either via correspondence, telephone or in person.
In response to a complaint, a referral from Elections Canada or of her own initiative, the Commissioner may initiate a review, or a criminal or administrative investigation to gather the facts of a case. Following the review or investigation, if warranted, the Commissioner decides the type of compliance or enforcement measure to be used in response to a specific situation. These include caution letters or formal means such as the issuance of a notice of violation requiring the payment of an administrative monetary penalty or the laying of criminal charges. The OCCE works hard to ensure that political entities, third-party organizations, stakeholder groups and other individuals engaged in the electoral process do so in compliance with the rules.
The Commissioner is supported by approximately 60 people, including federal public servants and contractors. The OCCE is located in Hull in a newer building. It is also located on a major transit hub near restaurants and coffee shops. Hybrid work arrangements are possible.
The immediate intention of this process is to staff three (3) determinate positions.

EDUCATION
(i) a degree, diploma or certificate from a post-secondary institution in an area related to law enforcement (i.e. Law, Police Science, Criminology, etc.); or
(ii) successful police basic training from a provincial or a municipal police force or the Royal Canadian Mounted Police (i.e. Depot Division)
EXPERIENCES
- Significant* experience in interpreting or applying legislation or regulations.
- Significant* experience in conducting criminal and/or administrative investigations
- Significant* experience in writing documents such as investigative reports, court documents, briefing materials or correspondence.
- Significant* experience in conducting interviews and taking a statement of a suspect or witness.
*Significant experience is defined as the depth and breadth of experience normally acquired through full-time performance of a wide range of activities related to the task for at least three (3) years.
ASSET/EDUCATION
A degree in law from a recognized post-secondary institution and eligibility for membership in the bar of one of the provinces or territories of Canada or in the Order of Notaries of the Province of Quebec.
ASSET/ EXPERIENCES
Experience in performing work involving the application of the Canada Elections Act.

ORGANIZATIONAL NEEDS
The Office of the Commissioner of Canada Elections is committed to establishing and maintaining a representative workforce.
