Reporting to the Deputy Commissioner, Research, Policy and Education, the Director General, Program and Policy Innovation provides executive leadership, oversight and direction to the development and ongoing renewal of the Agency’s strategic policy research and innovation functions, as well as to the development and ongoing assessment of innovative programs and partnerships designed to strengthen the financial literacy of Canadians and advance financial consumer protection.
As a member of the Branch and Agency’s leadership team, the Director General, Program and Policy Innovation actively leads or participates in the setting of plans, priorities and articulating opportunities, and advances progress towards the attainment of strategic objectives and priorities.
The Financial Consumer Agency of Canada (FCAC) is a separate agency established in 2001 to protect consumers by supervising federally regulated financial entities and strengthening the financial literacy of Canadians. Today’s financial marketplace is complex, global and constantly in flux. Likewise, FCAC must be innovative and agile to remain a trusted authority in financial consumer protection.
Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.
FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalencies noted above and we offer the same pension as the core public administration. The intent of this process is to staff one (1) position with a language requirement of bilingual imperative CBC/CBC on an indeterminate basis. However, in the event where the candidate does not meet the official language proficiency, a bilingual non-imperative appointment may be considered.
A pool of qualified candidates may be established and may be used to staff similar or identical positions within FCAC with various linguistic profiles and requirements, various security profiles, and various tenures.

Significant (1*) experience managing financial (2*) and human resources (3*).
Significant (1*) experience providing strategic advice and insights to senior executive management on matters related to supervisory and consumer protection issues or evidence-based program and policy innovation.
Significant (1*) experience developing and maintaining strategic senior-level relationships with various internal and external stakeholders (4*).
Significant (1*) experience leading policy development, analysis and evaluation relating to regulatory, supervisory, social, or economic policies and programs.
DEFINITIONS
(1*) Significant experience is defined as the depth and breadth of the experience normally associated with having performed a broad range of complex related activities.
(2*) Managing financial resources is defined as overseeing financial resources and being responsible for sound financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.
(3*) Managing human resources is defined as directing or overseeing people/staff, including employee performance management, assignment of work, workload management, leading and directing a team through the setting of priorities, developing or contributing to the development of staffing plans. Applicants must indicate the number of employees they supervised directly.
(4*) Various internal and external stakeholders includes a variety of senior-level relationships within federal or provincial and territorial regulators, within regulated entities, other federal, provincial, and territorial government departments, consumer groups, researchers and academics, industry associations or international agencies/regulators.
ASSET QUALIFICATIONS
Graduate degree or other advanced degree or qualification from a recognized post-secondary institution.
Experience developing funding programs, including grants and contributions programs.
Knowledge of consumer finance research.
Knowledge of research methods, analysis and evaluation paradigms.
