Providing advice and guidance to senior management on communications options and alternatives in the field of public safety;

Developing multi-disciplinary strategic communications and business plans;

Managing strategic issues, initiatives, and issues management on behalf of the J Division RCMP;

Managing and leading a team of communications specialists;

Developing partnerships and soliciting cooperation with external stakeholders;

Intent of the process

The immediate need is to staff one position on an indeterminate basis.

A pool of qualified candidates may be established to staff similar temporary, and/or permanent positions, (including acting appointments and deployments) with various linguistic profiles.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Degree equivalency

Extensive* experience in crisis communications.

Extensive* experience supervising a team responsible to develop, implement, manage and evaluate communications strategies or plans.

Extensive* experience coordinating internal and external change communication strategies or plans.

Significant** experience in providing strategic advice to senior management, including issues management and complex files.

Significant** experience in developing communication strategies.

Extensive* directly related experience in a communications role, working in diverse organizational environments (both private and public sector).

* Extensive experience refers to the depth and breadth of experience associated with a minimum of five years of experience.
**Significant experience refers to the depth and breadth of experience associated with a minimum of two years of experience.

Bilingual - Non Imperative (BBB/BBB)
This position requires proficiency in both official languages, English and French, at the above-noted level. If you do not meet the language requirements of this position and the appointment is being made on a non-imperative basis, you will be exempted by the Public Service Official Languages Exclusion Approval Order from meeting the official language proficiency requirements at the time of an appointment. By accepting an offer, you agree to undertake to attain the level of official language proficiency required for the position, through language training at public expense, within a period of two years. If you do not attain the level of language proficiency required by the end of the two-year period, you agree to be appointed or deployed on an indeterminate basis to a position for which you meet the essential qualifications that is of a similar level and salary as the bilingual position.

Top Secret security clearance - of the RCMP.
