Duties

Our directorate reports directly to the President of the CBSA. We:

- provide independent advice and assurance on areas of priority and risk for the agency
- examine whether the agency is delivering on its core responsibilities and achieving intended results
- strive to be a key partner in helping the agency improve its performance and follow through on its commitments

We are also the point of contact for all audits by:

- the Office of the Auditor General
- other external assurance providers and horizontal audits and evaluations

Intent of the process

The intent of this selection process is to fill vacant positions and to establish a pool of partially qualified candidates to staff identical or similar positions with various language requirements within Internal Audit and Program Evaluation.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in accounting, business administration, commerce, finance or some other specialty relevant to the position (see note 1).

Note:

1. When education is required, candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
EX1 - Experience in conducting all phases of audits (i.e. planning, execution, reporting).
EX2 - Experience in preparing reports and briefings.
EX3 - Experience in providing advice to management or clients.
EX4 - Experience in leading components or phases of audits.
EX5 - Experience in providing guidance to junior staff and consultants.

ASSET EDUCATION
Master’s degree in any field relevant to the work to be performed.

Degree equivalency

OCCUPATIONAL CERTIFICATION
Certification or eligibility to a title from a recognized professional accounting association.
Certification from a recognized auditing association (CIA , CGAP & CISA) or progress towards achieving said designation.

ASSET EXPERIENCE
AEX1 - Experience in developing internal audit procedures and practices, such as:
o periodic self-assessments of the internal audit function;
o Chief Audit Executive annual reports; OR
o Management Accountability Framework submissions.
AEX2 - Experience in performing liaison functions with other departments or external review organizations, including the Office of the Auditor General
AEX3 - Experience in leading the implementation or the administration of TeamMate audit software.
AEX4 - Experience in developing annual risk-based audit plans
AEX5 - Experience in following up on the implementation of management action plans resulting from audits.
AEX6 - Experience in conducting internal audits on information technology
AEX7 - Experience in the use of software (such as ACL or IDEA) to conduct data analysis.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.

Management may choose to invoke asset(s) at any point of the process.

A random and/or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.

OFFICIAL LANGUAGE

Official language proficiency: due to its unique character, this essential qualification could be assessed and required solely upon appointment.
