EDUCATION
The minimum standard is:
• Graduation from, at a minimum, a two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education. Ex2. Significant** experience providing technical services or advice in at least one of the following areas

Stream A: Technical Advisor, Scrum Master
ESSENTIAL CRITERIA
1. Recent* and significant** experience leading Agile Scrum teams on projects and working in an environment using Agile software development methodology
2. Recent* and significant** experience working with ETL software (eg. MS SSIS, IBM DataStage, Informatica) or Azure analytics services (e.g. Data Factory, Databricks, Data Lake, Synapse) and/or
3. Significant** knowledge of Kimball or Inmon design patterns for data warehouse design
ASSET CRITERIA
4. Recent* and significant** experience conducting architectural evaluation, design and analysis of enterprise data warehouse solutions
5. Recent* and significant** experience troubleshooting ETL and database performance issues
6. Significant** experience coaching and mentoring junior team members
Stream B, H: Technical Advisor / Team Leader, Enterprise Data Management
ESSENTIAL CRITERIA
7. Significant** experience in data management or database management such as reference and master data management, DAMA Data Management Body of Knowledge, ETL processing, Enterprise Data Warehouse, data relationships, metadata management, governance catalog, data profiling or data quality.
8. Experience providing client services in the development of data management solutions and artefacts including identifying and analyzing current and future client needs.

9. Experience developing, implementing or leading data governance initiatives.
10. Experience planning, coordinating and facilitating data steward working groups.
11. Experience developing data standards/policies.
Stream C, I: Technical Advisor / Team Leader, Platform
ESSENTIAL CRITERIA
12. Experience in the development of technical documents such as: architecture diagrams, concepts of operations, design documents, procedures, specifications reports or standards.
13. Experience in working with key platform elements in support of application development such as network elements, security elements (e.g., firewalls), data center elements, database administration, application programing interfaces (API), code repositories (e.g., DevOps).
14. Experience configuring Azure analytics services (e.g., Data Factory, Databricks, Data Lake, Synapse, Purview etc.).
ASSET CRITERIA
15. Experience developing or implementing enterprise or complex solution architectures.
16. Experience providing or delivering cloud services or managing cloud-based environments
17. Experience integrating Azure services with other Microsoft 365 solutions.
Stream D: Technical Advisor, Data Science and Artificial Intelligence
18. Experience performing complex data exploitation on large volumes of data to provide tactical and strategic insights directly to analysts, business owners, and decision makers.
19. Experience in the creation and implementation of algorithms and statistical techniques.
20. Experience with supervised and unsupervised machine learning.
21. Experience with text analytics and natural language processing (NLP).
22. Experience in the design, creation, and implementation of graph analytics.
Stream E: Technical Advisor, Application Development (IBM Planning Analytics)
ESSENTIAL CRITERIA
23. Recent* and significant** experience in providing IM/IT advice and guidance to management, colleagues or clients as a subject matter expert.
24. Experience in developing IBM Planning Analytics solutions with significant experience in using Rules, Feeders, Cubes, Dimensions and Turbo Integrator processes.
25. Experience in Data Modelling, Multi-Dimensional Analysis, ETL processes, SQL, data structures and data manipulation.
ASSET CRITERIA
26. Significant** experience in creating and maintaining technical documentation, such as, but not limited to, design documents, deployment guidelines, test cases.
27. Experience demonstrating knowledge of financial planning, budgeting and forecasting processes.
Stream F: Technical Advisor, Cloud Application Development
ESSENTIAL CRITERIA:
28. Recent* and significant** Experience in designing, developing, and deploying software solutions in a corporate environment, with preference on cloud native applications.
29. Recent* and significant** Experience with modern programming languages such as C#, Python, Java, etc.
30. Recent* and significant** Experience in frontend software development using modern web technologies such as JavaScript, HTML5, React, etc.
31. Recent* and significant** Experience writing various types of automated tests (unit/integration/functional/performance).
32. Recent* and significant** Experience working with Relational DBs such as SQL Server, PostgreSQL, or other large-scale RDBMS

ESSENTIAL CRITERIA
38. Recent* and significant** experience working in Scrum teams on projects, working in an environment using Agile software development methodology leading product development from concept to release, while ensuring continuous improvement.
39. Recent* and significant** experience providing client services in the development of solutions including identifying and analyzing current and future client needs as well as eliciting, specifying or modelling requirements in an IM/IT environment.
40. Recent* and significant** experience facilitating user story workshops, writing user stories and managing and prioritizing the product backlog.

46. Recent* and significant** experience using collaborative and centralized project and issue tracking tools, such as JIRA, Azure DevOps
