Education
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
STREAM 1: Manager
EX1: Significant* experience in developing and implementing Information Management (IM) or Information Technology (IT) plans, solutions, or strategies to achieve business or technology objectives.
STREAM 2: Senior Advisor
EX2: Significant* experience in providing advice and recommendations to decision makers** on Information Management (IM) or Information Technology (IT) issues, projects, solutions, or strategies.
COMMON TO BOTH STREAMS
EX3: Experience establishing and maintaining partnerships with internal or external stakeholders.
EX4: Experience in the preparation and delivery of information to a wide variety of audiences. IT/IM specific – presentation / reporting to “decision makers”
EX5: Experience managing ***complex initiatives and/or projects in a structured management framework and reporting initiative status to senior decision makers.
*”Significant” means the depth and breadth of experience normally associated with 24 months or more.
**”Decision maker” is defined as a manager or above (private sector) or IT-04 or equivalent and above (Federal Public Service)
***“Complex” issues are issues with at least three (3) of the following characteristics: multidimensional, sensitive, confidential, including risk management component, affecting many partners or stakeholders, precedent setting or having a major impact on the public service/private sector, or having potential for significant media coverage.
Candidates MAY also be required to meet ONE OR MORE of the following experience factors, depending on the requirements of the specific position being staffed. Asset Experience
AEX1: Experience in Enterprise Architecture
-Experience in consulting and negotiating with senior managers of department, other Federal government, and/or external organizations on IT architecture.
-Experience in providing technical advice on departmental IT architecture.

-Experience in providing and managing the provision of expert technical advice, guidance on improving the effectiveness of IT systems and services.

-Experience in providing application development management and advisory service in the development and delivery of IT applications.

AEX5: Experience in Project Portfolio Management
-Experience in managing the development of an overall planning framework for the strategic development of the Department’s IT operations.
AEX6: Experience in Infrastructure and Operations
-Experience in managing the development, implementation and maintenance of a departmental/agency IT infrastructure.
-Experience in providing expert IT infrastructure advice and guidance to senior management, external client and other department.
AEX7: Experience in IT Security
-Provision of the management and expert advisory services in the planning, development, implementation, integration, support and maintenance of IT security solutions
-Provision of expert advice to senior management, clients, and colleagues on current and required technical changes to the departmental/agency IT security solutions and services
AEX8: Experience in Information Management
-Providing guidance to ensure departmental information architecture in alignment with prescribed enterprise-wide standards.

Organizational Needs:

Candidates must meet the essential qualifications to be appointed to a position. Candidates may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed. Meeting one or many of the asset qualifications may be a deciding factor in appointing a particular candidate amongst the qualified candidates.
You will have to provide proof of your education credentials at a later time in the process. Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. Persons are entitled to participate in the appointment process in the official language of their choice. Applicants are asked to indicate their preferred official language in their application.
These positions could be staffed temporarily or permanently. Acting appointments, secondments/assignments, and deployments may be offered to qualified employees of the public service.
Candidates at-level may be considered for deployment opportunities at any stage of the assessment process, and may not be required to undergo the same assessment process as candidates applying for promotional opportunities.
Candidates at-level who have been considered but not deployed will be required to undertake the same assessment process as candidates applying for promotional opportunities should they wish to be considered for the pool at the end of the process.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
