Reporting to the Vice-President People and Workforce Supports, the Director, Compensation and Analytics is responsible for the administration and operation of corporate services programs including client facing compensation and benefits administration support.
The Director is responsible for leading the Compensation and Analytics team, including team outputs/ outcomes and providing strategic guidance and advice to the Vice-President. The Director is a key point of contact for the CER’s annual Office of the Auditor General (OAG) audit process, and accountable to ensure pay and compensation processes are managed strategically, effectively and efficiently. The Director identifies and acts on opportunities to improve established pay, benefits and reporting processes.
The Director is required to work closely with other government departments, such as Public Services and Procurement Centre and Treasury Board Secretariat (TBS), and is responsible for updates and implementation of government wide policies and directives related to compensation and benefits. The Director is also responsible for leading the team to identifyand implement innovative system (Phoenix, SAP, MyGCHR, Excel, etc.) process efficiencies, where possible.
The CER is responsible for regulating infrastructure to ensure safe and efficient delivery of energy to Canada and the world, protecting the environment, recognizing and respecting the rights of the Indigenous People of Canada, and providing timely and relevant energy information and analysis.

EXPERIENCE
E1 *Recent and **substantial experience in a defined Leadership role (Group Lead, Supervisor, Manager or Director) with direct people management responsibilities (e.g., direct reports as part of a team), with demonstrated success in people leadership, human-resources decision-making, coaching and integrated strategic, financial, and human resources management.
E2 * Recent experience leading and presenting complex projects and initiatives that demonstrates project management strength and an understanding of process improvement, organizational outcomes, and risk.

AQ1 Experience conducting financial analysis and leading complex compensation and pay processing initiatives.

AQ3 Chartered Professional Account (CPA) designation, Payroll certification or other equivalent financial qualification.
AQ4 Recent experience leading a team that is responsible for providing corporate services (e.g., financial, human resources) support, (administration and reporting) using MyGCHR (Government of Canada’s HRIS system) and/or, Phoenix (Government of Canada’s payroll system), and/or SAP (Government of Canada’s DFMS system).

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This NEB-12 position is similar to a EX-01 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s excluded Terms and Conditions.
2. Salary: 1 November 2021, NEB-12, $120,113 to $146,139 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
