At the Canada Border Services Agency, our real property management or materiel management employees manage a very large and diverse portfolio that spans across Canada. They act as subject matter experts and work in a dynamic operating environment. Our teams supply millions of dollars in real estate services and goods each year. Our services support important programs, such as fleet renewal; maintenance, renovation and replacement of land border ports of entry; the realization of office space accommodation projects, and also the realization of projects in legislated facilities (airports, wharfs/docks, international toll bridges and tunnels and railways).

The Canada Border Services Agency is actively looking for professional, passionate and motivated individuals who have experience in materiel management or in the management of infrastructure or office space projects. As a member of our teams, you will be involved in the development and delivery of projects. You will be called upon to collaborate with multiple stakeholders inside and outside the Government of Canada. You will work within teams responsible for the planning, design, construction, and commissioning of real property projects or materiel management activities.

Intent of the process

If you qualify in this selection process, you will be placed in a pool of candidates accessible to all CBSA hiring managers.

This process may be used to staff identical or similar positions in CBSA on a bilingual non-imperative basis should no qualified candidate meet the required language profile.

EXP1: Three years of experience in the last five years in providing strategic advice and recommendations to executives on complex* issues or projects.
* Complex is defined as having two (2) or more of the following factors:
1. Geographically dispersed
2. Multi organizational
3. Large (500+) client base
4. Affecting multiple partners or stakeholders
5. Having a potential for significant media coverage
6. Of sensitive or confidential nature
7. Precedent setting

EXP2: Three years of experience in supervising staff (is defined as having performed duties such as the assignment of work, leave approval and performance assessment, etc.).

STREAM 1 (Real Property and Accommodations)

EXP3: Three years of experience in the last five years in Real property planning (such as relocation, renovation, construction, or space optimization).

EXP4: Three years of experience in leading the planning, the management, and the delivery of projects (projects valued at $1M and above).

* Note: Candidates needs to meet EXP1, EXP2 and both EXP3 and EXP4 to qualify in Stream 1.

STREAM 2 (Material Management)

EXP5: One year of experience in the in the life-cycle management of assets.

AEXP1: One year of experience in managing financial resources.

STREAM 1 (Real Property and Accommodations)

AEXP2: One year of experience working with federal office space and fit-up standards or experience in the application of design guides for the Canada Border Services Agency (CBSA) land ports of entries, marine ports, or airports.

AEXP3: One year of experience in the management of a real property contracts, including quality monitoring and tracking performance.

AEXP4: One year of experience developing strategic plans to support regional or departmental priorities or plans.

AEXP5: One year of experience in defining needs, developing solutions, and making recommendations to superiors for complex building renovation projects worth more than $5M.

STREAM 2 (Materiel Management)

AEXP6: One year of experience with supply chain management which includes managing various aspects of inventory management (such as materiel requirements forecasting, materiel management inventory trend and risk analysis, or the management of materiel disposal).

AEXP7: One year of experience in leading change or in change management.

AEXP8: One year of experience in providing training or developing content for training.

OPERATIONAL REQUIREMENTS

• Willing and able to work overtime, often on short notice.
• Willing and able to undertake job-related travel, including by plane, for periods of one week; and under potentially difficult conditions. Travels may be either within Canada and/or the United States.
• The official location of the positions to be filled is various CBSA offices across the country. At this time, the work performed by the incumbent to this position requires a minimum of two (2) days a week in the office and can be done through a hybrid combination of onsite and remote work with agreement between the manager and the employee.
• Willing and able to carry and use a telecommunication device during and outside of regular work hours.
